Purpose
Responsible for developing the enterprise-wide data management and first line governance strategies and defining and implementing the operating model across Scotiabank business lines and corporate functions. Leading a Data team and working closely with internal partners, the Vice President & Chief Data Officer, Regulatory and Audit will ensure the organization's data management and governance practices comply with all relevant regulatory and legal requirements.
Accountabilities
1. Develops and implements enterprise-wide data management and first line governance strategies, including:

Designs and implements a comprehensive data and AI governance framework that ensures compliance with regulatory requirements.

Establishes policies for data stewardship, data and AI ethics in accordance with local and international laws.

Monitors compliance with data and AI related regulations and provide regular reports to Senior leadership and regulatory bodies.

Works with key stakeholders at the OpCo level, and producers and consumers of data at the executive level, to ensure alignment and commitment to data governance policies, priorities, practices and operating model.

Collaborates with Enterprise partners to develop the Bank's overall data governance and management capabilities, influencing decisions relating to policy, practices, supporting technology, and talent development.

Evangelizes and communicates a data vision as a critical part of the growth strategy.

Defines and establishes the Data Governance forums and process.

Defines and implements the Data Management processes and tools.

Aligns the priorities of the Data Governance program to key business and regulatory priorities and obtain agreement at the executive level.

Leads training and awareness programs across the enterprise on data management
2. Regulatory Liaison and Audits

Serves as the primary point of contact for regulatory authorities on data-related assessment.

Leads efforts to respond to regulatory audits and requests for information regarding data governance.
-
Ensures the organization's data management practices are auditable and well documented.

Build and maintain strong relationship with industry bodies, regulatory agencies and key stakeholders to stay updated on changes in data and AI regulations.

Represents the organization in regulatory forums, working groups and committees that focus on data governance and management.
3. Implement data governance capabilities in compliance with data policies and standards, and benchmark against industry leading data governance practices and data management capabilities, including:

Ensures data governance and management capabilities are implemented in accordance with all enterprise policies and controls.

Evaluates opportunities to evolve customer/privacy data governance, policies and practices.

Within the Bank's overall operating and risk management framework, establishes and oversees procedures and standards of execution for data to ensure compliance, ongoing business value and mitigation of business risks at the highest level of security including:

Directs day-to-day activities in a manner consistent with the Bank's risk culture and the relevant risk appetite statement and limits. Communicates the Bank's risk culture and risk appetite statement throughout their teams.

Ensures effective management and, where necessary, mitigation of material risk exposures, in particular those that exceed or have the potential to exceed the approved risk appetite and/or risk appetite limits.

Provides leadership in communicating risk appetite so as to help embed appropriate risk taking into the Bank's risk culture.

Escalates breaches in risk appetite and material risk exposure in a timely manner.

Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.

Education / Experience / Other Information
-
Experience in Data Management leadership positions.
-
Demonstrated knowledge of data management practices (critical data elements, data dictionaries, data architecture, data quality, etc.).

Thorough knowledge of cutting-edge data management tools, industry advances, etc.
-
Experience working with regulatory bodies and managing audits.
-
Demonstrated information management and quantitative skills, including working knowledge of IT infrastructure, various technologies/platforms, and aligned vendor solutions with enterprise strategic priorities.

Understanding of organizational design and the ability to shape and drive large-scale, cross-functional programs around people, technology, processes, and tools.
-
Demonstrated ability to balance long-term strategy with quick wins.
-
Demonstrated ability for strategic influencing and education of cross-functional stakeholders about the strategic importance and value of data governance.

Experience managing large teams and delivering results.

Minimum qualifications:
-
Knowledge of US financial regulatory environment is preferred
-
+10 years of experience in financial services is preferred
-
Graduate degree or equivalent
-
5-10 years of Data Governance or Management related experience (e.g. Data Quality, Metadata, Issue Management, Reference Data, Data Provisioning, etc.)

Working Conditions

Work in a standard office-based environment; non-standard hours are a common occurrence.
