Lead impactful audits at OAG HRM

The Office of the Audit General (OAG) is recruiting for a full-time, permanent Audit Manager to join their team. The Office of the Auditor General is an independent audit office that examines the effectiveness, efficiency and economy of programs and operations at the municipality.

Reporting to the Audit Director, and working as part of an audit team, the Audit Manager is involved in all phases of the audit. This position is responsible for leading audit planning and managing fieldwork while also completing more complex audit procedures. The Audit Manager will often have overall responsibility for the audit or may assist while a peer has overall responsibility. This position requires knowledge of CPA Canada audit standards. The Audit Manager is responsible for reviewing all documents in peer audit files to ensure they comply with standards.

The Audit Manager will have the opportunity to have a significant impact on the future of municipal operations by promoting evidence-based decision making and shaping audit recommendations. The role is a dynamic position that enables one to examine a diverse range of topics and program areas. The Audit Manager will use their superior communication, interpersonal and time management skills to effectively work on multiple assignments simultaneously and build cooperative working relationships. In keeping with the high professional standards of the Office of the Audit General, an Audit Manager will demonstrate high ethical behaviour, integrity, and professionalism.

DUTIES AND RESPONSIBILITIES:

  • Provides project management for performance audit engagements
  • Establishes and maintains effective working relationships with auditee management and liaises with auditee management as main point of contact for each audit
  • Demonstrates a strong understanding of the relationship between risk assessment and the audit approach
  • Develops engagement risk profile, lines of inquiry, objectives, and criteria
  • Prepares detailed audit procedures and budget
  • Supervises auditors day-to-day, guiding auditors in applying office standards for evidence quality and documentation, and provides annual feedback on performance
  • Mentors and provides advice to auditors on how to complete audit procedures to ensure CPA Canada audit standards are met
  • With minimal supervision, performs procedures on complex audit sections or files
  • Monitors overall audit timing to ensure project completion in a timely manner, based on the planned reporting date
  • Distills audit findings and suggests recommendations to address gaps
  • Prepares the draft performance audit report
  • Assembles and maintains comprehensive audit working papers which support findings, conclusions, and recommendations, in accordance with CPA Canada audit standards
  • Assists with presenting audit results and report to auditee management and to Audit and Finance Standing Committee or Regional Council
  • Participates in ongoing training and, in consultation with the Audit Director, applies techniques to add value to the Office's work
  • Performs detailed review of peer audit files to ensure files contain sufficient, appropriate evidence to support audit conclusions and to ensure compliance with CPA Canada audit standards
  • Supports and supervises audit staff in the CPA student program

QUALIFICATIONS:
Education and Experience:

  • Graduation from an accredited university
  • Recognized professional certification - CPA preferred; CIA or CISA will be considered
  • At least four years of post-designation work experience in performance audit/ internal audit.
  • Experience and knowledge of the public sector, particularly municipal government, is considered an asset.

Technical / Job Specific Knowledge and Abilities:

  • The Audit Manager has strong interpersonal skills and can work cooperatively in a team environment
  • The Audit Manager is committed to excellence, has good attention to detail and above-average written and oral communications skills
  • Knowledge of CPA Canada audit standards
  • Proficiency with Microsoft Office products, particularly Excel
  • Knowledge of TeamMate+, SAP, and IDEA or ACL (data query tools) considered assets
  • Ability to adhere to existing standardized policies, processes and procedures

An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.

WORK STATUS: One (1) permanent, full-time position

HOURS OF WORK: 8 am to 4 pm Monday to Friday, 35 hours per week, occasional overtime may be required. Flex options to work outside of these hours and hybrid may be available.

SALARY: $88,690 - $114,776, Level AG3. Salary will be commensurate with education and experience, including a competitive pension and benefit package.

WORK LOCATION: 33 Alderney Drive, Dartmouth, NS
