About Torbay

The beautiful Town of Torbay is a vibrant community with over 7,900 residents on the Northeast Avalon Peninsula of Newfoundland and Labrador. The Position

Under the direction of the Director of Planning & Development, the Housing Accelerator Funding (HAF-2) Project Manager will be responsible for leading the implementation of the Town's Housing Action Plan, which includes carrying out housing specific initiatives, studies, programs and facilitating the amendment of procedures, policies and by-laws to accelerate housing starts. This position is for a four-year term, contingent on the annual receipt of funding and with the possibility of renewal. Among other aspects, the associated duties will be guided by the CHMC/Torbay Housing Accelerator Fund (HAF-2) Agreement.

Major Duties & Responsibilities

Specifically, the HAF-2 Project Manager will:

1. Facilitate the implementation and communication of Torbay' s Housing Action Plan initiatives and milestones as outlined in the CMHC / Torbay HAF Agreement including:

  • Incentives for Housing Diversity & Densification
    • Public Call to Developers for Densification
    • Active Transportation Study (study by others) & Transit Study (study by others) to Support Denser Housing
    • Housing Incentive Program & Pilot Project for Affordable Housing
  • Explore Alternative Housing Forms
    • Assess Current Regulations, Policies, and Procedures in regard to denser and more diverse forms of housing
    • Identify opportunities within existing Regulations & Draft Policies, and Procedures to promote Alternative Forms of Housing
    • Adopt alternative housing strategy by drafting Development Schemes (municipal plan review by others) or standardized designs in partnership with local architects and builders
  • Identify Development Opportunities
    • Identify developable land and potential uses and compile a developable Public Land Inventory (study by others)
    • Complete Town Centre Development Scheme (municipal plan review by others)
    • Engage as a partner in development through Town-led acquisition and/or facilitation of Partnership Opportunities
  • Eliminate Barriers & Building Capacity
    • Building Department's Capacity by Implementation of an online/e permitting system
    • Complete Internal/External Process / Policy Review and Implement Necessary Changes
    • Complete Climate Resiliency Plan (study by others)
    • Complete Decentralized Wetland Sewer Study (study by others) • Municipal Plan and Development Regulations Review
    • Adopt Fast-Tracked Development and Inclusionary Zoning, and Public Call to Private Developers for Densification
    • Submit new Municipal Plan & Development Regulations for Provincial Review / Release (Study by Others)

2. Administration of newly developed programs.

  • The Project Manager will play a role in administering new housing related programs.
  • Act as the municipal representative on matters related to the Housing Accelerator Funding and municipal or regional committees related to housing and housing issues.

3. Reporting Requirements and Communications

  • Administer CMHC reporting requirements.
  • Assist in the development and implementation of a communications strategy with developers and property owners.
  • Assist the Planning & Development Department, developers and property owners, with finding information related to housing, partnerships, committees, funding for housing development etc.
  • Report to Council on improvements to housing stock and related matters.

Qualifications

As the ideal candidate, you will possess the following:

  • A Bachelor's Degree in Planning, Public Administration, Business Administration, Engineering, or another related field.
  • Three (3) years of previous experience preferably in a municipal government work setting or environment.
  • The ability to excel in a team environment, including the ability to foster an environment based on team development & leadership.
  • Previous change management experience highlighting the ability to ensure successful project delivery by managing the human and organizational aspects of change, alongside the traditional project management tasks of planning, execution, and resource allocation.
  • Demonstrated knowledge of Land-use planning, public policy development and project management will be considered an asset.
  • Proven track record in planning, executing, monitoring and overseeing multiple projects at the same time, while ensuring that they meet the quality, scope, budget, and schedule expectations of all key stakeholders involved in the project.
  • Analytical thinking skills showcasing your ability to approach problems systematically, analyze data, identify patterns, and make data-driven decisions. • Self-starter with the ability to apply creative problem-solving skills to resolve complex matters.
  • Strong written and oral communication skills, including the ability to present and facilitate group sessions of various sizes.
