Position Details

Context: The Finance Department is accountable for four main functions, including accounting, loans administration, corporate administration and property services. The accounting section oversees the controllership and treasury functions. This section is accountable for all financial and management reporting; internal controls; budget preparation, revision, and monitoring; provision of submissions to Treasury Board; and cash flow management. The loans administration section is responsible for the collection of homeowner repair and down payment loans, as well as the monitoring of affordable housing rent levels. The corporate administration section oversees the management of corporate records, fleet, insurance and claims, office equipment and supplies acquisition and supplier source list updating. The property services section administers all property and land holdings.

Duties: Reporting to the Manager, Accounting and Procurement the Accounting Clerk II will be responsible for a variety of financial and accounting tasks to ensure accurate processing, reconciliation, and reporting. The incumbent will prepare monthly bank reconciliations, ensuring accuracy by reviewing bank statements against internal records. They will process EFTs for mortgages, grants, and subsidies, prepare journal entries for bank accounts, and analyze General Ledger asset, liability, revenue, and expense accounts. Additionally, they will compile year-end working papers for audits and financial reporting while maintaining financial data in systems such as the General Ledger, PDS, and Northgate Housing, conduct financial assessments to ensure accurate information and appropriate revenue collection and other duties as required.

Criteria

Screening Criteria:

  • Completion of post-secondary Diploma in Business Administration or Accounting (Equivalencies will be considered)
  • Experience in administrative accounting work
  • Experience working within generally accepted accounting principles

Assessment Criteria:

  • Knowledge of generally accepted accounting principles
  • Knowledge of journal entry and adjusting entry preparation
  • Knowledge of computerized accounting and related business application software, particularly Excel
  • Ability to reconcile a variety of accounts
