The Nova Scotia Education Common Services Bureau (NSECSB) is a government reporting entity under the Department of Education and Early Childhood Development. The NSECSB provides centralized management and administration of a variety of programs and services to support the efficient administration and operations of Nova Scotia's public education system. Examples include responsibility to administer a pension and a benefit plan to non-teaching employees of participating Regional Centres for Education and the Conseil scolaire acadien provincial (RCEs/CSAP), management of School Sport Nova Scotia, centralized coordination of the Non-Union Compensation Framework for Non-Union Employees, management of a provincial approach to recruitment and retention of teachers, and centralized coordination and project management to a variety of province-wide initiatives across the public education system that result in efficiency and greater alignment and consistency across the public education system.
About the Opportunity
The Director of Compensation and Benefits provides leadership, expertise and centralized management and coordination of compensation programs and services, pension and benefits administration, and workforce planning and analytics to the RCEs/CSAP.
The Director leads a team of professionals who provide client centric service delivery and is accountable to lead, develop and support programs and initiatives which increase efficiency and advance provincial alignment of the education sector.
A champion of change and continuous improvement, the Director builds relationships, collaborates and works closely with partners within the RCEs/CSAP, the Department of Education and Early Childhood Development, the NSECSB's pension and benefits trustees, and Labour Relations and Compensation at the Public Service Commission to lead and/or contribute expertise to projects and initiatives which support priorities and advance alignment and provincial integration of the public education system.
The Director is a member of the NSECSB's executive team, accountable to support the NSECSB by delivering Human Resources services and by contributing to business planning and strategy development.
About You
As the ideal candidate for this role, you hold an undergraduate degree in a related field, and have a minimum of five years' progressive management experience which includes leading and managing compensation and pension and benefits programs. Human Resources, compensation or benefits certification(s) is an asset.
Experience leading and supporting projects and program development to increase efficiency and improve service delivery.
Experience working with employee data and leading the development of workforce analytics for organizational decision-making.
Excellent interpersonal, written communication, including developing projects, policies, reports and plans and experience in leading discussions, and presentation.
You are a strategic thinker who sees the big picture. Strong problem-solving, and organizational skills and the ability to lead and adapt to change is essential.
Strong collaboration skills are required to resolve regional issues, reach consensus, and develop new partnerships and programs. Proficiency with office software is required, such as Microsoft Word, Excel, PowerPoint, Outlook and the internet.
Experience working with public sector organizations is an asset.
An equivalent combination or related training and experience may be considered.
