The Project Manager will support Build Nova Scotia's Project Delivery team managing the Halifax Infirmary Expansion Project (HIEP) and Essential Integration projects. The Project Manager will collaborate with various integrated project work stream groups and Stakeholders. This position will report directly to the Project Director.
Planning and Delivery:
- Manage planning, design, and construction of large and complex healthcare infrastructure projects collaborating with various stakeholders, workstreams and multidisciplinary project teams.
- Work collaboratively with NS Health QEII Renew Infrastructure Team, NS Health Facilities Team and NS Health Clinical Operations to coordinate work alongside ongoing clinical operations.
- Ensure all work meets applicable safety and infection control requirements. Participate in regular safety and IPAC meetings and audits.
- Manage projects through various stages of development including Planning, Request for Proposal, Design, Construction, Commissioning, Transition to Operation and to the final transfer of responsibility to operations.
- Recommend and support strategies to effectively manage contracts, negotiate changes/variations to contractual agreements.
- Manage a team of Project Coordinators/Officers and liaise with various project stakeholders, contractors and related Governmental organizations.
- Review project cost and schedule baselines; monitor progress and performance; asses their compliance to the approved budget and schedule; identify potential risks, issues and problem areas and help/facilitate their resolution.
- Continuously interact through scheduled meetings and ad hoc discussions with stakeholders within project teams, third party advisors, contractors and vendors to ensure consistent inputs and gathering of project information occurs in accordance with established procedures and guidelines. Ensure this information has been updated within the proper tracking and recording processes.
- Conduct project risk analysis highlighting issues and risks, determining root causes, support identifying mitigation/recovery strategies and opportunities to accelerate completion of the work.
- Manage the progress measurement and earned value, reporting, implementation of variations (change orders) and supervise change management.
- Review and evaluate construction claims, their validity and assess impacts due to changes/claims.
- Implement continuous improvement, process optimization and quality management initiatives relating management of the project.
- Continuously demonstrate leadership competencies and positively support organizational policies and procedures.
- Ensure the effective management of human and financial resources by setting and evaluating staff performance targets, promoting DE&I and a healthy, respectful workplace.
- Build and maintain positive relationships with various teams and stakeholders and multiple support-service organizations to mitigate project risks and ensure all project objectives are achieved.
Monitoring and Reporting:
Transform project performance information into the project progress reports and dashboards, including comprehensive analysis of project schedule performance, KPIs, schedule forecasts, risks and recommended actions.
Generate milestone tracking and look-ahead reports to assist the Project Director and stakeholder teams in achieving project milestones effectively.
Support improvements to scheduling processes and procedures, General Contractor (GC) performance and reporting.
Processes:
- Provide input and recommendations to the Senior Leadership team in respect of project management process optimization efforts by developing and enhancing existing policies, procedures, approaches, methods and tools, and conducting quality control functions of such processes.
- Contribute to the formulation, implementation and ongoing development of processes and procedures in collaboration with the Project Management Office within Build Nova Scotia.
- A university or college degree or diploma in Construction, Project Management, Engineering, Architecture, Commerce, or other relevant disciplines combined with a minimum of 5 years of progressive hands-on experience delivering project controls management, specializing in project and program planning/scheduling.
- Equivalent combinations of education and experience may be considered.
- Professional Engineer (P.Eng) designation is a significant asset.
- Valid certification in CSA Z317.13 Infection Control During Construction, Renovation & Maintenance of Health Care Facilities is a significant asset
- Strong business acumen, solid experience dealing with project budget, schedule, and technical requirements as well as financial and legal matters, and contract management are required.
- Knowledge of infrastructure projects risk analysis and quantitative risk assessments methodology.
- Experience negotiating claims, scope changes and other compliance and contractual items on projects is desirable.
- Strong knowledge of various construction methodologies, project management models, financial management and construction estimating methodologies.
- Proficiency in scheduling tools such as MS Project and other relevant Scheduling software platforms/tools.
- To succeed in this role, you must have sound stakeholder management skills and experience finding positive solutions to complex issues with clients and diverse teams of project consultants and specialists. Advanced presentation, consultation, negotiation, influencing and consensus building skills are also required.
- Experience with Healthcare projects and P3 delivery models is an asset.
- PMP certification is an asset.
- This role requires regular attendance on active construction sites located in all areas of an active hospital site (interior and exterior locations).
