Job Overview

Reporting to the Human Resources Manager, the Occupational Health and Safety (OHS) Manager is responsible for ensuring regulatory compliance with the Nova Scotia Occupational Health and Safety Act and applicable regulations, standards, and best practices. The OHS Manager supports the overall safety of employees and community by providing direction to all departments and employee across Pictou Landing First Nation, with respect to integrating safety into the operations, while creating a safety culture across the community and ensures community emergency preparedness. The OHS Manager is responsible for providing timely, accurate and professional interpretation of the Occupational Health and Safety legislation, as well as industry standards and best practices.

The Occupational Health and Safety Manager conducts workplace investigations and inspections and identifies corrective actions regarding health and safety issues

Responsibilities

  • Facilitates training across the organization regarding health and safety activities such as WHMIS, First Aid, CPR, Crisis Intervention, Workplace Violence Training, etc.
  • Provides orientation to the Occupational Health and Safety program to staff
  • Facilitates (and participates in) health and safety training programs
  • Active member of the community's health and safety committee
  • Regularly assess community environments, workplaces and practices to identify and mitigate potential hazards
  • Maintains a registry of incidents, injuries and close calls, providing an analysis of these to the Human Resources Manager and identifying emerging Occupational Health and Safety risks or hazards in the workplace and community
  • Provides advice and direction to Supervisors, Managers and Directors to assist in health and safety practices
  • Monitors compliance of OHS activities throughout the organization
  • Maintains a record of OHS training that employees have completed
  • Design, monitor, and adapt organization wide OHS policies
  • Conducts and coordinates OHS audits to ensure compliance with policies and procedures, maintaining proper documentation and records of audits
  • Conducts workplace and community investigations, inspections and assessments where risks, accident, injury or close calls have been identified and takes appropriate action
  • Responsible for filing Worker's Compensation injury reports, and managing the claims process
  • Monitor regional and national OHS regulations impacting First Nations, ensuring community practices are compliant while advocating for culturally sensitive regulations
  • Prepare various management reports related to Occupational Health and Safety
  • Develop and track annual OHS budget for approval by Human Resources Manager, Executive Director and Chief and Council
  • Continuously learn about evolving OHS practices, while staying rooted in community traditions and values
  • Emergency Response:· Develop and maintain community-specific emergency response plan, taking into account potential risks, traditional protocols, and community resources
  • Coordinate with external agencies, neighboring communities , and internal community groups to ensure cohesive emergency response strategies
  • Lead community emergency alerts, drills and real-time responses, ensuring safety while respecting cultural practices
  • Review and evaluate the community's emergency responses, ensuring continuous improvement and cultural alignment
  • Represent the community's interests in regional or national OHS and emergency response forums, advocating for policies that respect First Nation values and needs
  • Other responsibilities as required and/or as requested by Human Resources Manager and/or Executive Director

Qualifications

  • Degree or diploma in Occupational Health and Safety (or related field of study)
  • Knowledge of Human Rights legislation, Occupational Health and Safety regulations, and Workers Compensation
  • Indigenous-Based Cultural Sensitivity Training, Non-Violent Crisis Intervention Training, and Respectful Workplace Training considered an asset
  • Knowledge and understanding of confidentiality requirements
  • Ability to plan, develop, implement, and evaluate comprehensive health and safety programs, policies and procedures that ensure compliance of laws and regulations
  • Experience with incident and injury claims management, investigations, worksite inspections and return to work programs, including accommodation initiatives
  • Ability to exercise sound judgement and make effective decisions, objectively and actively listening to and understanding information presented
  • Strong negotiation and conflict resolution skills
  • Excellent organization, prioritization, multi-tasking, and documentation skills
  • Ability to work independently in an efficient and effective manner
  • High-level of emotional intelligence and self-awareness with an understanding of how to navigate cultural complexities
  • Excellent record keeping and documentation skills
  • Valid Class 5 Driver's License and access to a reliable vehicle for business-related travel
