PUBLIC WORKS SUPERINTENDENT

Job Overview

The Public Works Superintendent is a key leadership role within the municipality's Public Works Department, responsible for overseeing daily operations while ensuring the efficient delivery of essential municipal services. Reporting to the Director of Operations, the superintendent supervises staff, coordinates with contractors, and manages resource scheduling to maintain municipal infrastructure and services. This hybrid role combines leadership and field work, with the Superintendent expected to spend time both managing operations and actively participating in physical tasks alongside the Public Works team Flexibility is essential for this role, as it requires availability to respond to emergencies, work overtime as needed, and adapt to the operational needs of the municipality. The regular hours of work are Monday to Friday, 8:00 a.m. to 4:30 p.m. (excluding meal periods): however, the successful candidate must be prepared to work outside of these hours as necessary. This is a full-time position consisting of forty (40) hours per week, with overtime or on-call responsibilities as required.

Responsibilities and Duties Supervisory and Management Duties:

• Supervise a team of approximately 6-9 staff, including full-time, part-time, and seasonal/student employees, depending on operational needs.

• Plan staff schedules, manage vacation time, and allocate resources in alignment with operational priorities and directives from the Director of Operations.

• Foster a collaborative and productive work environment by promoting a culture of safety, teamwork, and accountability. • Manage employee relationships to ensure team cohesion while addressing diverse needs and personalities with fairness and respect.

• Act as the point of contact for contractors, ensuring effective project coordination and service delivery. Operational Oversight:

• Oversee daily municipal operations, including road maintenance, water and sewer systems, stormwater networks, and fleet maintenance.

• Manage the procurement, inventory, and distribution of consumable items. Health & Safety Compliance:

• Ensure compliance with health and safety policies through audits and training.

• Address safety concerns promptly and maintain a safe working environment for all team members. Administration & Reporting:

• Maintain accurate records of team activities, safety compliance, and equipment maintenance.

• Record public complaints and forward them to the Director of Operations for resolution.

• Support the Director of Operations in planning and executing departmental goals. Public Works Duties:

• Perform maintenance and repairs on transportation infrastructure, including sidewalks, streets, storm drains, and ditches.

• Assist with the upkeep of recreational and rented facilities such as swimming pools, ballfields, parks, trails, and recreation centres.

• Conduct regular maintenance and cleaning of equipment, tools, and vehicles.

• Carry out seasonal and ongoing tasks such as mowing, bush control, cemetery upkeep, watering flowers, emptying garbage cans.

• Support water and wastewater operations

• Respond to emergency situations, including after-hours calls, as needed.

• Perform other related duties as required.

Required Experience, Skill Set & Education Education:

• High School Diploma or equivalent.

• Post-secondary education or certification in a related field (e.g., public works, operations management) is an asset.

Experience:

• Minimum of 5 years of experience in public works, municipal operations, or a related field.

• At least 2 years in a supervisory or leadership role.

Knowledge and Technical Skills:

• Broad understanding of municipal operations, including road maintenance, water and sewer systems, stormwater networks, and fleet maintenance.

• Proficiency in workplace health and safety standards and policies.

• Competence in the use of MS Office applications (e.g., Word, Excel, Outlook).

• Ability to operate trucks, heavy machinery, and power tools safely and efficiently.

• Ability to troubleshoot and problem-solve independently for various tasks in the public works field.

Other Requirements:

• Valid New Brunswick Driver's License in good standing.

• Completion of required safety certifications (e.g., WHMIS, First Aid).

• Ability to perform physical tasks, working at heights, and operating in various indoor and outdoor environments and weather conditions.

Assets:

• Possession of a traffic control certification.

• Possession of Water and/or Wastewater Certification

• Relevant work experience in a municipal environment.

• Training and experience in skilled trades related to public works operations.
