Halifax Regional Municipality is pleased to announce an exciting 18-month term position as Cultural Planner. Working with the Strategic Planning and Design team, Parks and Recreation, you will have the opportunity to advance important cultural projects, such as the Cogswell District Art and Storytelling Strategy and the Performing and Visual Arts Venue Study. This position is an excellent opportunity to gain practical experience in interpretive design, project management and cultural strategy development, and you'll be working with a dedicated team, committed to arts, culture and heritage in our municipality.

Reporting to the Manager, Culture & Community is a senior professional planner providing subject matter expertise on cultural planning matters for various HRM departments and community groups and will support the development and implementation of municipal cultural initiatives including organizational policies, processes, and procedures to improve the delivery of municipal services.

KEY RESPONSIBILITIES:
- In partnership with stakeholders and business units, provides leadership and guidance in the development and implementation of policy and program deliverables related to Cultural Heritage Priorities Plan and other strategic cultural planning and policy initiatives and programs.
- Develops and makes recommendations on business unit policies and procedures related to cultural planning and development of programs.
- Acts as liaison between citizens, government agencies, cultural stakeholder groups and elected officials on cultural matters as may be assigned.
- Provides senior professional planning assistance to communities and community groups on various cultural initiatives and projects.
- Develops, manages, and leads projects and programs of major corporate significance.
- Lead and perform professional work and provide technical assistance and information to staff and the public related to a broad range of matters, with a specific focus on cultural planning.
- Prepare and support the preparation of detailed reports and recommendations, including reports and presentations to Regional Council and Committees.
- Prepare and present contract documents, terms of reference, request for proposals, policies and procedures, correspondence and briefs for senior management, Committees and Council related to social and cultural planning issues.
- Facilitate public meetings representing the business unit on a variety of cultural planning matters.
- Design and facilitate internal and/or customer and stakeholder-focused strategic planning, education and consultation processes as required.
- Manage external consultants for cultural planning matters as required.
- Research, analyze and compile information and statistical data and trends, including but not limited to effective arts and cultural development practices and models.
- May perform other related duties as assigned.
QUALIFICATIONS:
Education & Experience:
- A Master's Degree in Cultural Planning or equivalent, from a university planning program recognized or accredited by the Professional Standards Board for Planning in Canada.
- Minimum of six (6) years of related and progressive experience in a professional cultural planning environment in an urban or regional municipality.
- Must possess a valid Nova Scotia Class 5 Driver's License with acceptable driving record.
Technical / Job Specific Knowledge and Abilities:
- Ability to provide high quality, strategic advice on a range of areas related to cultural planning and development, both on broad issues and particular issues impacting municipal delivery of cultural programs.
- Strong analytical capabilities and excellent written and verbal communication skills.
- Ability to facilitate effective planning processes, actions results-based plans, maximize use of available resources, use innovation to access new resources, monitors results and adjusts accordingly.
- Exercise tact, diplomacy, respect and good judgment in building relations, alliances, and actions strategies with others to implement to carry out HRM priorities.
- Knowledge and understanding of cultural stakeholders and community and the challenges to providing municipal government services.
- Knowledge of culturally appropriate ways of working with local underrepresented groups.
- Ability to work on several projects or issues simultaneously and to manage projects effectively and meet firm deadlines.
- Advanced skills in the techniques of facilitation, mediation, negotiation, and public participation.
- Superior written and verbal communications skills.
- Superior skills in the areas of research, analysis, writing, evaluation, and presentation.
- Ability to anticipate the issues of community groups, Council, other business units, senior management.
- Excellent interpersonal skills which enable credible and effective relationships with people at all levels.
- Knowledge of standard office software and technology including Microsoft Office Suite, Internet applications, and technology related to the business unit.
- Advanced knowledge of the municipal, provincial, and federal cultural policies, programs, funding programs pertaining to Arts, Culture and Heritage, such as the NS Cultural Action Plan, HRM Centre Plan and similar.
- Advanced knowledge of and participation in the Arts, Culture and Heritage professional community in the region.

WORK STATUS: Temporary, full time (up to 18 months)
HOURS OF WORK: 8:30am to 4:30pm, Monday through Friday, for 35 hours per week. Flex options to work outside of these hours and hybrid may be available.
SALARY: NSGEU 222, Level 11, $49.67 per hour.
