DOCKSIDE MONITORING PROGRAM / OFFICE MANAGER
Duties
The DMP / Office Manager is responsible for the planning, organization of all offices and efficient delivery of all aspects of the FRC's Dockside Monitoring Program (DMP) including, but not limited to:
- The management of Dispatch Offices - including strategic planning related to the opening and closing of these offices on a rotational basis throughout the fishing season. Management within the St. John's main office
- Supervision of dispatch employees - including the development of employee shift schedules, the coordination of employee workload levels, oversight of weekly payroll, expense claims, ensuring that the FRC's contractual obligations to employees are met, etc.
- Supervision of Lead Monitors - including the scheduling of site visits and field audits.
- The development, formulation and implementation of policies and program protocols to facilitate the efficient delivery of the dockside monitoring program.
- Recruitment, hiring and certification/designation of new Dockside Observers and dispatchers.
- Preparing spreadsheets on daily species landings, audits, work schedules, etc.
- Acting as the liaison between the FRC and the Conservation and Protection Branch of Fisheries and Oceans Canada regarding issues such as DFO monitoring requirements and schedules, observer deficiencies, issues arising at off-loading sites, etc.
- Addressing and resolving concerns from fish harvesters, buyers, agents, and processors regarding the delivery of the DMP program.
- Addressing and resolving issues related to concerns from employees regarding their work duties, work schedules, working conditions, etc.
- Serving as a member of the FRC Management Committee and attending meetings of the company's Board of Directors.
- Travel will be required within the province with considerable time in both offices during the fishing season.
- Hours of work will vary.
- Responsible for off-season dispatching, paperwork and close liaison with DFO.
- Preparation for opening of all species. Includes training of new employees.
- Organizing WorkplaceNL training.
- Oversee new database, updates and training for all employees.
Qualifications
The DMP / Office Manager reports directly to the Executive Director and the FRC Management Committee. The successful applicant for this position will be expected to create a positive work environment that encourages creativity and productivity. He/she will also be expected to:

- Possess strong leadership qualities, management skills and decision-making abilities.
- Hold a knowledge and understanding of the policies, procedures, and operations of the FRC's Dockside Monitoring Program.
- Knowledge of computers including excel and word programs.
- Proficient in writing skills.
- Possess strong problem-solving skills.
- Have an above average knowledge of the geography of the province of Newfoundland and Labrador (NL).
- Have a general knowledge of the NL fishing industry including the timing and operation of the various species fisheries that are conducted throughout the province.
- Must pass Federal Government Security Clearance.
