Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services (MHS) that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) Operations division and the Department of Health and Wellness. As well, EMC operates TeleHealth/811 medical communications for Nova Scotia and Prince Edward Island for the Department of Health.
We access all communities in Nova Scotia in a timely and efficient manner with our fleet of more than 180 ambulances and support vehicles operating out of 60+ stations. We respond to 165,000+ calls annually across the province, which are actively managed through the EHS Operations Medical Communications Centre, the hub of all emergency (911) and non-emergency (hospital transfers) medical calls.
The EHS Operations LifeFlight program provides even greater accessibility by responding to patients on scene or through inter-facility transports by our critical care team via helicopter, fixed wing, or ground ambulance.
In addition, paramedics in Nova Scotia participate in various programs both urban and rural such as community-based paramedic programs, collaborative emergency centres, and emergency preparedness and special operations, to name a few.

Reporting to the Senior Manager, Provincial Programs the Manager of Integrated Health Programs (IHP) and Medical First Response (MFR) is responsible for the design, implementation, and ongoing operational support and reporting of all IHP and MFR programs within the Operations Division. The manager will explore and research innovative opportunities for program growth that will meet the high demands of the out of hospital system.
This position is responsible for the integrated development and leadership of provincial integrated health care programs as the EHS system in Nova Scotia continues to adapt to increasing demand. Additionally, this position will represent Operations and, in some spaces, coordinate and lead special projects within multiple divisions of the organization. The position also manages several key portfolios within the operations division to meet the frontline needs of the system and has direct interface with the NSHA, IWK and the Department of Health and Wellness (DHW).
Decisions are made according to professional standards, EMC policies and procedures, the operations strategic plan, executive direction, contractual requirements, government requirements and Operational Requirements. Decisions that must be referred to the VP of Operations for resolution or approval include major changes to an existing program, proposals for a new program and any key decisions within a special project that requires Senior Leadership consultation.

Duties and Responsibilities :
The position entails, but is not limited to the following:
Integrated Health Programs:
- Design, develop and lead publication of IHP standards, policies, practices. Collaborate with Performance and Development (P&D)Clinical Services and EHS medical direction for development and dissemination of clinical standards. Ensure these are well implemented & monitored for compliance
- Oversee the implementation of IHP program growth and development. Supports P&DClinical Services education development and delivery to IHP programs. Provide guidance and support for the delivery of foundational and continuing education for IHP programs, working in close collaboration with other divisions.
- Support P&D regarding the quality management program as it pertains to IHP.
- Ongoing operational support - Support risk management activities and clinical or operations investigations, in close collaboration with relevant divisions, for the IHP programs.
- Responsible for related operational and contractual reporting, including required data understanding, tracking and collection. Supports P&D related clinical quality reporting and improvement. Responsible for implementation of operational and program changes based on quality findings.
- Explore/research innovative opportunities.
- Lead and manage complex special projects across all divisions within the organization. Forming project teams/working groups. Many of these groups will be with allied partners like the NSHA or other divisions within the DHW.
- Provide leadership, direction support and advice to the IHP team, which includes the IHP Support Supervisor and approximately 60 special programs paramedics.
- Lead through facilitation, negotiation and relationship-building
- Lead the IHP team in building capabilities, implementing changes to improve service levels and maintaining relationships with stakeholders.
- Demonstrate effective delegation of tasks to the IHP team. Specify clearly and completely expected levels of performance.
- Ongoing performance management and staff development with IHP team and staff.
- Provide leadership and support to project teams and clear direction to meet project outcome goals
- Work with and, in some cases, lead teams in design, implementation and surveillance of excess and dedicated Community Paramedicine and Mobile Health Initiatives. The incumbent will possess the ability to lead and influence stakeholders at Tactical and Strategic levels (internal and external). As innovative programs in Emergency Medical Services these programs will have a positive impact on our patients by providing them alternative and in some cases proactively preventing injury or illness, reduce strain on the health system while balancing public safety and by reducing the traditional response urgency for our system and providers.
- Manage risk within projects.
- Undertake other key responsibilities in leading a number of key programming in the operations division. This will include directing and supporting assigned Managers and Supervisors to develop and implement these programs. This position has a significant amount of autonomy and influence in the position with EMC with allied stakeholders.
- Operational lead for Ground Accreditation requirement coordinating the Operations Division team for submission and compliance.
- Member of the EMC Issues Management team, representing Operations. Collaborates closely with other Divisions as required to ensure investigations are timely, accurate and complete, meeting all legislative and contractual requirements. Directs Operations managers & supervisors as required for evidence collection and investigation management within Operations.
- Manage and direct Supervisors on projects and initiatives.
- Investigate and deliver solutions to issues that arise within both integrated health programs and as the manager of special projects, as called upon.. An example of this would be performing an examination of an integrated health care program to determine if it is delivering the intended benefits to the health care system. This may include offering new and innovative ways to deliver the service that has the desired impact to the healthcare system. This is achieved through objective data analysis, strategic planning and collaboration with internal and external health care stakeholders.
- Support System Performance regarding the quality management program as it pertains to IHP.
- Ongoing operational support - Support risk management activities and clinical or operations investigations, in close collaboration with relevant divisions, for the IHP programs.

- Achieve and maintain base knowledge of EHS MCC and Deployment practices through joint collaboration and integration
- Work with Communications & Public Relations team to communicate both internally and externally, as needed, regarding this key portfolio
- May act as a frontline leadership spokesperson for internal and external communications inquiries as coordinate with the Communications & Public Relations team
- Serve as part of EHS Ground ambulance Operations managers leadership team, including manager on-call duty manager responsibilities
Medical First Response Program
- Provides overall leadership and direction for the EHS Medical First Response Program
(MFR) and the EHS AED Registry Program. - Responsible for the overall management and oversight of the EHS Medical First Response Program to ensure all aspects of the program including provincial MFR Agencies are supported through ongoing communication, training and logistical requirements.
- Responsible for the review, set-up and orientation of new provincial EHS MFR Agencies.
- Responsible for the oversight and overall functional effectiveness of the EHS MFR
Management and the EHS MFR Stakeholders Committees. - Responsible for the operating budgets for the MFR and AED Registry Program including annual budget preparation, monitoring and budget variance management.
- Fosters and maintains relationships with provincial fire service agencies, provincial fire marshal's office including provincial search and rescue agencies and affiliates.
Project Leadership

Leading People
- Provide leadership, direction support and advice to the IHP and MFR teams, which includes direct leadership to the IHP Support Supervisor, MFR Program Supervisor, and AED coordinator. Indirect support to the broader IHP and MFR teams.

- Conduct Annual performance appraisals for direct reports.
Internal and External Contacts:
- Routine contact with Regional Managers and the Senior Managers of Provincial Programs, MCC, and Provincial Operations.
- Collaborate on integrated health initiatives and the management of frontline operational projects.
- Daily contact with senior leadership from the other EMC divisions including System Support and Performance & Development. Clinical Services.
- Weekly contact and relationship building with the Nova Scotia Health Authority and the DHW, typically at the senior manager and director level.
Qualifications:
Education & Experience:
- Bachelor's Degree in business plus professional designation/certification with seven (7) to ten (10) years direct experience considered an asset
- Certificate in Project Management considered an asset
- Master's in Business, Health or Public Administration, preferred
- Licensed to work in Nova Scotia as an ACP Paramedic an asset,
- Valid Nova Scotia Motor Vehicle Class 4 driver's license is required
- Experience with writing Charters and tri-party agreements
- Demonstrated experience with business and case analysis
- Significant healthcare (EMS preferred) operational and leadership experience. Experience with program design and implementation a strong asset
- Experience managing projects and collaborating with various levels of leadership, preferred
- Experience with leading and managing teams
Knowledge & Skills:
- Knowledge of and ability to adhere to the principles of professional project management, an asset
- Effective written, oral, and presentation skills
