The Role

Reporting to the Director of Corporate Services, the Manager of Human Resources is responsible for human resource and labour relations services, including the collective bargaining process, providing strategic advice and direction in support of municipal services delivery. The position leads Human Resources practices and objectives that provide for an employee-oriented, high-performance culture emphasizing empowerment, quality, productivity, goal attainment, and the recruitment and ongoing development of a superior workforce. The Human Resources Manager coordinates the implementation of people-related services, policies, and programs and advises on Human Resources matters.

As a senior member of the Management Team, the Manager liaises with all other City departments, divisions and outside agencies in order to further the interests of the citizens of Mount Pearl. The Manager builds strategies to achieve business and personnel objectives in support of the City's Strategic Plan, as well as leading timely human resource policy interpretation and subsequent action.

The Ideal Candidate

The ideal candidate will possess university degree in business administration or commerce with specialization in human resource management or labour relations and will demonstrate seasoned experience in progressively more responsible leadership and management roles in the area of human resources and labour relations in a unionized environment, including significant experience providing strategic human resources advice to the senior leadership of a diverse, decentralized organization; or an equivalent combination of experience and training acceptable to the City. The Chartered Professional in Human Resources (CPHR) Designation or willingness to obtain the same is considered an asset.
