Job Summary
The Health Information Management Program at NL Health Services is responsible for the stewardship of health records including preparation, assembly, integrity, completeness, storage, security, access and confidentiality and ensures compliance with health information and regulatory standards, Accreditation Canada, and provincial legislation. The functional areas of the provincial HIM Program include registration, admitting/discharge, and scanning. HIM also holds accountability for switchboard functions including enquiries from the public, communicating with internal stakeholders, managing and delivering on-call communications and emergency codes.
Reporting to the Senior Director of Health Information Management and Chief Privacy Officer, the Director of HIM oversees the organization wide HIM program ensuring that appropriate policies, processes, safeguards, and training are in place. The incumbent will be a member of the senior leadership team within Digital Health, accountable for providing leadership, vision, strategic direction, and oversight to the provincial HIM management team. This position is responsible for maintaining compliance with health information standards and legislation within the service delivery framework.
Key Responsibilities
- Ensures a focus of service excellence, continuous quality improvement, innovation, data integrity, and workflow integration.
- Provides leadership oversight to the development and implementation of HIM services to align with the organizational strategic plan.
- Provides direction and forward thinking for the development, access and management of the electronic health record, ensuring compliance with legislation and standards.
- Collects and evaluates performance metrics to inform decisions and improve service delivery.
- Fosters collaboration with internal stakeholders to identify improvement opportunities for safe and efficient patient care as it relates to health information.
- Works collaboratively with other members of the HIM leadership team to develop a common vision and implementation plan for program policies and standards.
- Provide mentorship to the HIM management team through a culture of continuous improvement, innovation, quality and professional growth.
- Ensures recruitment and labor relations activity align with Human Resource policies and practices.
- Provides oversight into the implementation of NLHS Occupational Health & Safety policies, programs and practices.
- Collaborate with health system staff, physicians, other health care professionals, and leadership through the course of HIM activities.
- Reviews and evaluate the effectiveness of existing programs and processes and recommends changes to improve efficiency and effectiveness.
- Oversee financial management of the HIM program including budget review and variance reporting.
Job Qualifications
Education
Requires a bachelor’s degree in a health-related discipline, health information management, business or related field of study.
A master’s degree in management/ business or health-related discipline is preferred.
Experience
Minimum of five years of progressive management experience in healthcare.
Previous experience in managing health information and/or records management, planning and evaluation, managing projects of a complex nature, leading quality initiatives, and change management.
Advanced knowledge of health information management and information technology.
