Oceanex is looking for a dynamic and strong Assistant Pier Superintendent (APS) for the execution function of pier operations at our St. John's Terminal. Reporting to the Pier Superintendent, the incumbent will be responsible for the 24/7 coordination, monitoring and supervision of terminal and vessel activities. He / she will also order labour, as per the General Working Agreement, as well as deal with all issues concerning safety and security.

RESPONSIBILITIES

Safety / Security

  • Drive safety culture by identifying and controlling hazards and monitoring compliance to company policy including PPE. Document findings through safety tours for trending.
  • Conduct and document Toolbox Talks and reviews JSA's on non-routine work with the union prior to start of work.
  • Document incidents. Assist with investigation and analysis of root cause to prevent recurrence.

Supervision / Coordination

  • Ensure all aspects of vessel loading and discharging operations, yard operations, receiving and delivering of cargo, and freight handling in all terminals are carried out in a safe, efficient, and cost-effective manner.
  • Maintain supervision over vessel and terminal operations.
  • Manage the scheduling of all stevedores to ensure the protection of terminal and vessel operation requirements.
  • Ensure the effective management of all unionized employees in accordance with the General Working Agreement and guidelines.

Communication

  • Liaise with the Security Supervisor to ensure the receiving, delivering, and exiting of all truck traffic through the gate is completed in a productive and cost-effective manner.
  • Communicates operational issues, variances and work not completed to the Pier Superintendent, Maintenance, Safety, or In-Lands departments as required.
  • Respond to internal or customer inquiries while balancing competing priorities and communicating realistic action plans to achieve results.

Other

  • Perform other duties, as assigned.
  • Flexibility to work a 24/7 rotational work schedule, including weekends and/or holidays, as directed by Operations as well as flexibility to have "on call" requirements when required and without notice.

QUALIFICATIONS

  • Post Secondary education or equivalent combination of transportation/logistics experience and training.
  • Minimum of 5 years' experience working in a marine terminal/industrial environment in the areas of administration, operations/and or safety.
  • Experience in compliance, prevention, loss control and/or risk management techniques, along with their related reporting procedures are desirable.
  • Previous experience working in a safety critical environment and experience in a unionized environment is paramount.
  • Completed First aid, WHMIS, TDG, Rigging, Cargo securement, fall arrest, OHS for Supervisors are definite assets.

SKILLS

  • Good analytical skills.
  • Good verbal and written communication skills.
  • Ability to solve practical problems.
  • Computer literate.
