Job Title: Health, Safety Environment and Quality (HSEQ) Manager

Seeking to leverage our long operational history within the province, North Atlantic is exploring partnerships with global energy and infrastructure firms to provide access to the existing energy export infrastructure in Come By Chance to transform it into a Green Energy Export Hub. The Green Energy Export Hub is the aggregation of renewable energy facilities to support the production of Green Hydrogen and its derivatives, preparing them for export to Europe and around the world.

Position Overview:

We are seeking an experienced and motivated Health, Safety, Environment and Quality (HSEQ) Manager to join our team on the development of the Wind to Hydrogen project. In this pivotal role, you will be responsible for the development, implementation, and continuous improvement of Health, Safety, Environment, and Quality (HSEQ) management systems across all construction and operational phases of the project and take on the lead role in the Environmental Assessment process that is being performed under the Province's Environmental Protection Act (EPA).

As the HSEQ Manager, you will be the key point of contact for all HSEQ matters, collaborating closely with various departments to ensure adherence to industry regulations and best practices, and be responsible for development of a comprehensive HSEQ framework tailored to the unique requirements of the Green Energy Export Hub.

This position is located in St. John's, with travel to the Come by Chance office and site as required.

Duties and Responsibilities:

  • Develop a comprehensive HSEQ framework that includes detailed policies and procedures tailored to the unique requirements of the wind energy and hydrogen production sectors.
  • Develop and implement the plan to address the items outlined in the findings of Province's assessment of the registration documents.
  • Manage the preparation and submission of the wind-to-hydrogen project registration documents under the Province's EPA.
  • Conduct regular audits and inspections to assess HSEQ performance and report findings to senior management.
  • Lead or oversee incident investigations and root cause analysis to prevent recurrence and enhance safety practices.
  • Create a safety-first culture where everyone feels responsible and is equally empowered to report hazards and contribute to a safer workplace.
  • Ensure HSEQ standards align with local and international regulations and industry best practices. Identify and implement ISO, COR and EU standards as required.
  • Implement environmental management plans to minimize adverse impacts on local ecosystems and communities ensuring environmental protection across the project's lifecycle.
  • Oversee audits and liaise with external auditors.
  • Establish and maintain open communication channels between safety, operations, engineering, project management, and other departments.

Qualifications:

  • Bachelor's degree in Environmental Science, Occupational Health and Safety, Engineering or a related field.
  • Minimum 10 years' experience in HSEQ management, preferably within the renewable energy, energy infrastructure, or large-scale construction projects.
  • Experience with the environmental registration process for large-scale infrastructure projects involving complex environmental, safety, and quality management processes, related renewable energy or wind energy project experience would be an asset.
  • Strong knowledge of HSEQ regulatory requirements and industry standards, with a focus on renewable energy and hydrogen production.
  • Strong analytical and problem-solving skills with a proactive approach to safety management.
  • Proven track record of implementing HSEQ programs and improving safety performance in a project-based environment, in challenging and/or remote environments.
  • Strong leadership, communication, conflict resolution, decision making skills with and team collaboration skills with a focus on stakeholder engagement.
  • Experience managing environmental and safety aspects of large-scale projects and associated infrastructure with both construction-phase risks and operational-phase risks.
  • Experienced with land use planning, environmental assessments and permit applications.
  • Proven ability to collaborate with cross-functional diverse teams, including engineering, operations, and project management, to ensure HSEQ objectives are met.
  • Experience managing contractors, subcontractors and third-party contractor's safety performance, adherence to safety policies, environmental best practices and compliance.
  • Certifications in HSEQ or safety management systems (such as NEBOSH, ISO 14001 Environmental Management, ISO 45001 Occupational Health and Safety, or ISO 9001 Quality Management) are highly desirable. Advanced qualifications in sustainability management or green building certifications would also be an asset.
  • Knowledge of ISO 45000, ISO 45001, ISO 14001, ISO 9000, ISO 9001, and any standards or best practices related to hydrogen safety (such as ISO 22734 for hydrogen systems) would be an asset.
