Contracts Lead

Reporting to the Senior Manager Project Execution Non-Regulated, the Contracts Lead is responsible for collaborating with key cross functional stakeholders and developing and implementing contracting strategies for Power Supply while ensuring quality and consistency is maintained in the Corporation's external contracting practices as they relate to the legal and commercial aspects of contract documents. The Contracts Lead ensures legal and commercial requirements are incorporated into contract documents and advises managers, as necessary, in the interpretation of contracts and the development of changes to contracts. This position will be responsible for working with managers to ensure the proper integration of technical requirements into contract documents and will also develop departmental procedures, policies, and appropriate contractual engagements to support Non-Regulated Project Execution.

Principal Activities, Duties, and Responsibilities

  • Works with Project Managers to ensure the proper integration of technical requirements, legal and commercial requirements into contract documents; and advises Project Managers, as necessary, in the interpretation of contracts and the development of changes to contracts.
  • Acts as a liaison between Project Execution and Supply Chain to ensure compliance with corporate procurement policies and procedures as well as Provincial legislation.
  • Ensures that quality and consistency, to the maximum extent possible, are maintained in the Corporation's external contracting practices as they relate to the legal and commercial aspects of contract documents for capital projects as well as operating agreements.
  • Manages contractual arrangements, and assists in the maintenance of current contracts.
  • Works closely with the management team, including the contract technical owner, to develop contracts and work scopes in support of operational and capital related contracts, and in support of the business services team.
  • Selects appropriate contract standards to balance acceptable risk against the available schedule and degree of design completion.
  • Works with required staff and departments having input to the preparation of a contract and to assist in the resolution of conflicts related to contract terms and conditions.
  • Solicits any necessary reviews by legal counsel or others prior to contract tendering, and establishes and maintains standards for the assembly of contracts for execution.
  • Consults with the Engineering Services team, Procurement, Legal, or others as required to reach agreement on non-standard commercial terms and conditions in tendered contracts.

Qualifications
University degree with preference to Engineering or Business, or an equivalent combination of education, training and experience. Designation as a Supply Chain Management Professional (SCMP) from the Supply Chain Management Association of Canada is desirable but not essential. Experience in an Electric Utility or similar industry is considered an asset for this position.
