Halifax Regional Municipality is inviting applications for the permanent, full-time position of Auditor in the Office of the Auditor General.

Reporting to the Audit Manager, the Auditor applies performance audit standards and research methodologies to assess HRM's organizational efficiency and effectiveness. The Auditor assists in developing recommendations for improvement and in preparing the final engagement report to Regional Council, helping ensure transparency and accountability and promoting public trust.

The Auditor will have the opportunity to have a significant impact on the future of municipal operations by promoting evidence-based decision making and shaping audit recommendations. The Auditor role is dynamic position that enables one to examine a diverse range of topics and program areas. The scope of the performance audit goes beyond the verification of financial controls or compliance with policies therefore, it requires candidates who possess strengths in critical thinking, flexibility, and imagination to deliver innovative solutions and new ideas. Working as part of a high-performance team, the Auditor is actively involved in all aspects of the audit process (planning, fieldwork, and reporting phases). The Auditor will use their superior communication, interpersonal and time management skills to effectively work on multiple assignments simultaneously and build cooperative working relationships. In keeping with the high professional standards of the Office of the Auditor General, an Auditor will demonstrate high ethical behaviour, integrity, and professionalism.

DUTIES AND RESPONSIBILITIES:

  • Conducts performance audits in accordance with CPA Canada standards
  • Obtains knowledge of business to plan each audit
  • Researches, documents, and analyzes information from HRM and relevant external sources
  • Documents business processes and related risks for the area under audit, and identifies and evaluates key internal controls meant to mitigate the risks
  • Assists Auditor Manager with developing engagement risk profile, lines of inquiry, objectives, and criteria
  • Assists Auditor Manager in drafting audit procedures to ensure sufficient appropriate audit evidence required to reach conclusions
  • Conducts planned audit fieldwork procedures on increasingly complex audits, commensurate with experience
  • Applies office standards to ensure quality evidence and documentation
  • Monitors progress of fieldwork against the plan and explains differences
  • Advises Auditor Manager in a timely manner if the planned procedure completion time is at risk
  • Develops findings on engagement sections, provides input to recommendations, and assists with preparing audit reports
  • Contributes to the overall analysis of audit evidence gathered, and presents results of work concisely to the Auditor General
  • Assembles audit working papers to support findings, conclusions, and recommendations in accordance with CPA Canada audit standards
  • Researches potential audit topics for OAG HRM's multi-year audit plan
  • Assists with responds to inquiries received
  • Performs other related duties as assigned

QUALIFICATIONS:
Education and Experience:

  • Must possess a degree from an accredited university. New graduates, or those scheduled to graduate in Spring 2025 will be expected to complete the CPA designation and candidates who have already completed the prerequisite courses for the CPA program are encouraged to outline this information in their application. Candidates selected for interview may be asked to provide a university transcript.
  • Candidates who have recently passed the CPA Common Final Exam will be considered.
  • CPAs with one (1) to two (2) years' relevant work experience will also be considered.
  • Candidates with a Canadian recognized professional audit designation may also be considered, in combination with relevant work experience. Experience in performance or internal audit is preferred.
  • Experience and knowledge of the public sector, particularly municipal government, is considered an asset.

Technical/Job Specific Knowledge and Abilities:

  • Strong interpersonal skills and be able to work cooperatively in a team environment
  • Committed to excellence, has good attention to detail and above-average written and oral communications skills
  • Knowledge of CPA Canada audit standards
  • Proficiency with Microsoft Office products, particularly Excel
  • Knowledge of SAP, and IDEA or ACL (data query tools) considered assets
  • Ability to adhere to existing standardized policies, processes and procedures

An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.

WORK STATUS: One (1) permanent, full-time position
HOURS OF WORK: 8 a.m. to 4 p.m. Monday to Friday, 35 hours per week, occasional overtime may be required. Flex options to work outside of these hours and hybrid may be available.
SALARY: $62,860 - $78,387, Level AG1. Salary will be commensurate with education and experience, including a competitive pension and benefit package.
WORK LOCATION: 33 Alderney Drive, Dartmouth, NS
