About Us

As part of Newfoundland and Labrador Health Services, the Digital Health branch provides quality information to health professionals, the public, researchers, and health system decision makers. Through collaboration with the health system, we support the development of data and technical standards, maintain key health databases, carry out analytics and evaluation, and support health research. We support healthcare within Newfoundland and Labrador, including patients and communities through the delivery of information technology (IT) and digital health services applied in the healthcare system to provide quality care. Our mandate includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.

About the Role

Within the Data and Information Services division and reporting to the accountable Director, you will be responsible for managing and leading a provincial data management program; providing expertise and leadership in data quality improvement and the application of clinical and administrative standards in the provisioning of data and information services; and promoting quality data management throughout the organization.

Specifically, you will be responsible for:

  • Managing the development and establishment of an organizational data management framework and ensuring alignment with organizational data governance policies and directions.
  • Establishing effective and efficient data management procedures, processes and workflows that support provincial information systems and related data assets throughout the data life cycle.
  • In partnership with data, technical and program managers, providing guidance and advice on appropriate management of data, including the implementation of data management tools, technologies and processes.
  • Managing and expanding the application of the Data Quality Framework to provincial clinical and administrative data assets and supporting quality management activities.
  • Overseeing and providing guidance on the application, use and interpretation of clinical and administrative standards and coding systems in the provisioning of data and information services.
  • Identifying data-related risks; working with leadership to develop and implement strategies and processes to address those risks.
  • Providing guidance and subject matter expertise to provincial information systems planning, implementation and sustainment initiatives, as it relates to quality data management.
  • Supporting the establishment of an organizational data governance framework and program.
  • Managing and planning activities of the division by developing operational plans and ensuring alignment with the strategic plan.
  • Participating in strategic planning and establishing strategic goals and objectives for the Division; monitoring and ensuring objectives are met.
  • Managing human resources by participating in recruitment and selection, performance management and ongoing coaching and mentoring.
  • Overseeing budget planning and financial management of the Division by ensuring compliance with financial policies and procedures and through advice and direction from the Finance Department.

About You

Your Education and Experience include:

  • Undergraduate degree in health information management, health informatics or other discipline relevant to the position.
  • Minimum of five years progressively responsible experience in a data management, information management, clinical or health informatics environment.
  • Experience in continuous quality improvement processes and techniques.
  • Experience in the development, maintenance, and application of data quality and/or data management processes and procedures.
  • Experience in people management, including leading teams and assigning resources.

You have the following knowledge, skills and abilities:

  • Knowledge of the provincial health care environment, specifically in relation to the collection, use and disclosure of health information.
  • Knowledge of common coding, classification, grouping methodologies and standards used in healthcare.
  • Understanding of legislation governing the protection of personal health information and data assets in health care.
  • Ability to coach and mentor staff for optimal performance and professional growth.
  • Strong analytical and problem-solving skills.
  • Superior communication and interpersonal skills.
  • Ability to develop and maintain effective relationships with stakeholders.
  • Good judgment, with the ability to build consensus amongst different stakeholder groups.
  • Excellent organization, planning, and time-management skills.
  • Self-motivated with the ability to take initiative and work independently.

It would be an asset if you have:

  • Certified Data Management Professional (CDMP) designation from DAMA International
  • International Association of Privacy Professionals Technology Certification (CIPT)
  • Canadian Health Information Management Association (CHIMA) membership
  • Completion of a recognized program for health information management professionals

    Demonstrated equivalencies may be considered.
