Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services (MHS) that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) Operations division and the Department of Health and Wellness. As well, EMC operates TeleHealth/811 medical communications for Nova Scotia and Prince Edward Island for the Department of Health.

We access all communities in Nova Scotia in a timely and efficient manner with our fleet of more than 180 ambulances and support vehicles operating out of 60+ stations. We respond to 165,000+ calls annually across the province, which are actively managed through the EHS Operations Medical Communications Centre, the hub of all emergency (911) and non-emergency (hospital transfers) medical calls.

The EHS Operations LifeFlight program provides even greater accessibility by responding to patients on scene or through inter-facility transports by our critical care team via helicopter, fixed wing, or ground ambulance.

In addition, paramedics in Nova Scotia participate in various programs both urban and rural such as community-based paramedic programs, collaborative emergency centres, and emergency preparedness and special operations, to name a few.

Reporting to the Manager, OHS & Business Continuity, the incumbent will be responsible to lead planning, education, monitoring, reporting and innovation for the EMCI Safety Programs, with a focus on vehicle safety. The Safety Learning and Development Coordinator will have experience with adult education principles, and vehicle monitoring system data analysis and reporting. They will also be responsible for managing resources to stay within budget parameters as directed by the Manager. The incumbent will provide input, oversight and direction into the vehicle monitoring system structure and deployment to support safe vehicle operations based on established policy.

The Safety Learning and Development Coordinator will assist with collision investigations, data capture and analysis as well as targeted reporting. This position will also be responsible for reviewing driver's abstracts, conducting, or coordinating driver evaluations during hiring and remedial processes and coordinating and/or providing driver and safety education during new employee onboarding.

Serving as an expert in adult education and culture change within the Safety team, the Safety Learning and Development Coordinator will take the lead on identifying safety related trends, developing, and delivering education programs to address safety gaps and working with other partners to deliver safety related education as needed.

The Safety Learning and Development Coordinator will oversee, schedule, and provide direction to the team of EMCI Safety Coaches.

Working collaboratively with Safety, Risk, Operations, Clinical Services and JOHS committees, this position will support all aspects of safety within the organization and provide expert opinion based on research and best practices.

Duties and Responsibilities:

The position entails, but is not limited to the following:

  • Demonstrate leadership to effectively coach and provide support to other colleagues within the realm of safety and safe vehicle operation
  • Oversee the provincial Vehicle Safety Program
  • Recruit, oversee, and schedule approximately 20 Safety Coaches (casual) located across the province
  • Work with internal partners to develop and provide initial and continuing education and resources for the Safety Coaches
  • Review, maintain and develop documentation for the Vehicle Safety Program
  • Create knowledge translation resources for practice and policy-making in system safety and safe vehicle culture that can be tailored and contextualized to frontline audiences
  • Participate in other safety and vehicle related committees and groups such as Vehicle User Group
  • Coordinate and/or deliver initial new employee driver and safe vehicle operation training and evaluate the same
  • Coordinate and/or deliver ongoing proactive driver training for all staff.
  • Develop, coordinate, and deliver safety training for specialty system vehicles including, but not limited to, gators, ERVs, MCI and Special Operations trailers, larger chassis vehicles (SIM, critical care, fleet)
  • Work with the Clinical Services and other partners to develop and deliver safety related curriculum
  • Serve as the main point of contact with Coaching Systems to purchase, disseminate and track online CEVO courses/codes for all teams
  • Work with Operations, Human Resources and Safety teams to provide feed
  • back on and implement remedial and performance management plans related to driving, vehicle safety behavior and other safety related behaviors.
  • Coordinate and/or deliver remedial safe driver training and evaluation as required.
  • Assist in the development and oversee delivery of an employee driver performance reporting mechanism.
  • Perform audits on individual driver performance reports and provide feedback directly to staff.
  • This position plays an important role in safety quality assurance and improvement by reviewing driving performance data, collision reports and real time driver performance. Therefore, the Safety Learning and Development Coordinator must be able to:
  • Analyze KPIs to ensure corporate and regulatory compliance and proactively identify and communicate emerging trends
  • Provide dashboards to summarize trends to all levels of staff - from frontline staff to Executive Leaders
  • Provide recommended preventative and remedial actions based on identified trends
  • In coordination with the Safety Reporting Specialist, work with the System Performance and Operations teams for data analysis support and improvement initiative design
  • Report on employee driver performance
  • Track and manage driver evaluations and documentation

QUALIFICATIONS AND REQUIREMENTS:

Education and Experience:

  • Five years of experience in driver training and or similar safety program management
  • Two-year relevant post-secondary diploma. A combination of experience and education may be considered.
  • Previous experience leading a vehicle safety program and/or delivering education regarding the safe operation of a vehicle
  • Formal education as an adult educator
  • Formal driver education training / certification(s)
  • Excellent driving record
  • Experience delivering driver training and providing feedback in both a classroom and practical (in vehicle) environment
  • Experience with curriculum development
  • Experience with development and revision of documentation related to a comprehensive Vehicle Safety Program
  • Must have a Class 4 driver's license
  • Superior diplomacy, communication, and interpersonal skills
  • Self-starter that can work independently, but also be a strong team player
  • Ability to solve problems, meet deadlines and multi-task
  • Proficient in Microsoft Word, Access, Excel, PowerPoint, Outlook, and SharePoint
  • Comfort and proficiency with data and data management
  • Exercises a significant degree of discretion and independent judgment
  • Knowledge of Motor Vehicle and other related Nova Scotia Regulations and Acts
  • English (Fluency, Written and Verbal)
