The Newfoundland and Labrador Medical Association (NLMA) is the voice of organized medicine in Newfoundland and Labrador, Canada and is headquartered in St. John's. A non-profit professional organization funded primarily by its members, it represents the political, clinical, and economic interests of the province's medical profession with governments, stakeholders, media, and the general public. It also advocates on behalf of patients for a fair and equitable health care system.

Program Overview

The Family Practice Renewal Program (FPRP) is a joint initiative of the Newfoundland and Labrador Medical Association (NLMA) and the Department of Health and Community Services (DHCS). FPRP recognizes that improved population health and health system sustainability requires a renewed focus on primary health care reform, and on family practice reform in particular, and that family physicians have an important role to play in the improvement and full integration of primary care and primary health care services and supports. The FPRP has four core initiatives: Family Practice Networks, Fee Code Program, Practice Improvement Program, and the Blended Capitation Program.

The Blended Capitation Program, administrated by FPRP, contributes to a health care system in which all citizens have timely access to excellent team-based primary care that provides comprehensive, continuous primary care to attached patients. The Program will enable, promote, and support team based primary care, comprehensive family medicine, greater attachment, access to and quality of care for patients, and improved recruitment, retention, and professional satisfaction for physicians.

Job Summary

The Blended Capitation Program Specialist is a full-time position reporting to the Program Manager, Blended Capitation Program. The Program Specialist will work with the Program Manager and FPRP team to help support development and operational needs of the Blended Capitation Program and the overall FPRP. This position will be responsible for the implementation of policies, tools and processes to support transition of fee-for-service physicians to this new payment model. The role is also responsible for entering/managing multiple sources of data and utilizing those data points in the development of reports and dashboard mechanisms to demonstrate outcomes and measures utilized by the program.

Responsibilities & Duties

  • Support to the Program Manager role in development and operationalization of all program policies and procedures
  • Working on site and virtually, as appropriate, to support physician clinics in the practice readiness phase.
  • Engaging and enrolling physicians through the use of program information materials, communications collateral, education and awareness building mechanisms using a customer service lens.
  • Support for development of agreements with the Family Practice Renewal Committee (FPRC).
  • Working with practice physicians and staff to implement tools and processes for rostering of patients.
  • Using tools and processes to feed data about clinical and access performance metrics to physicians for their use.
  • Entering data metrics and creating graphical representations of data using Microsoft Excel, databases and/or other platforms to include in developed reports.
  • Implementing program evaluation frameworks and supporting monitoring and compliance processes.
  • Working collaboratively with system partners to support practices.
  • Collaborating with the FPRP Practice Improvement team in support of quality and practice improvement initiatives in physician practices.
  • Project management for clinic support work associated with transition.
  • Complete other duties as required to support the priorities and initiatives within the program.

Education & Experience

This position requires a bachelor's degree in business administration, Health/Public Administration, Health Policy, Organizational Development, or a related area. At least five years' experience in similar work, or equivalent combination of education and experience. Knowledge of and experience in primary health care, family practice environments, physician practice models, management consulting, organizational development, and working with physicians, government, and regional health authorities, would be considered assets.

  • Ability to foster cordial, collegial, professional, and effective working relationship with various physician stakeholder groups within the NLMA family, officials at DHCS, Memorial University's Faculty of Medicine, NL Health Services, the College of Physicians and Surgeons of Newfoundland and Labrador, the NL College of Family Physicians, other provincial/territorial medical associations, etc…
  • Ability to handle stressful situations, multiple tasks, and to pursue objectives.
  • Ability to meet tight deadlines.
  • Strong research, analytical, writing, organizational, communication, and interpersonal skills.
  • Knowledge of program and policy design, and evaluation.
  • Ability to conduct and critically appraise data utilizing applicable computer applications, and to maintain, extract, and analyze information from within a database.
  • Ability to prepare background and briefing documents on various health policy issues.
  • Understanding of negotiating processes and strategies.
  • Ability to analyze problematic issues and facilitate resolution.
  • Proficiency in Outlook, Teams, Word, Excel, and Acrobat in a Windows environment.
  • Familiarity using cloud-based file systems, such as OneDrive and SharePoint.
  • Aptitude for numerical calculations.
  • Ability to work in English.
  • Ability to effectively communicate orally and in writing.
  • High attention to detail.
  • Strong time management and organizational abilities.
  • Ability to work as a member of a team or independently.

Compensation & Benefits

The 2025 salary range for this position is $68,800 to $93,1000, with placement commensurate with education and experience. The NLMA also offers a competitive benefits package, including:

Work Location & Hours

This hybrid working position is open to residents of Newfoundland and Labrador; virtual applicants from outside the province will not be considered. Regular work hours are 9 AM to 5 PM, Monday to Friday, with flexibility required to work outside these hours.

Travel will be required on occasion; travel is estimated to be between 10-15% of the employees' overall work hours. Applicants are required to attend in-person meetings in the St. John's area once a quarter. Travel to and from these meetings will be at the applicant's expense.
