ob Summary
NL Health services is seeking applications for the position of Division Head Primary Care - Eastern Urban zone - Newcomers population. This position is accountable to the Clinical Chief of Primary Care for the Eastern Urban Zone as well as the leadership and management team of the Eastern Urban Primary Care program. The Clinical Chief is accountable to the Senior Medical Director of the Zone. This position involves a term of three years with annual review. It may be extended for an additional three years pursuant to NLHS Bylaws Respecting Medical Staff. We are looking for individuals who have strong leadership and communication capabilities, can motivate team members, move projects forward and can translate innovative ideas into reality.
Responsibilities
Provide effective clinical discipline leadership in collaboration with the Clinical Chief of Primary Care and the primary care leadership team of the Eastern Urban Primary Care program. The Clinical Chief is accountable to the Senior Medical Director of the zone.
This position is responsible for providing clinical leadership as it relates to the improvement of healthcare service delivery/navigation for newcomers to Canada at all points of healthcare delivery. This leader understands system barriers to accessing traditional primary care as it relates to newcomers, and creates a vision and strategy to implement innovative, low-barrier, culturally competent options to achieve equity in access.
With an understanding of the gaps in service delivery in the newcomers population, work collaboratively with the Clinical Chief of Primary Care to create partnerships with internal NL Health Services' programs and community agencies to foster improved integration of services.
Provide leadership to enhance access to interpretation services, to ensure equitable access to quality healthcare.
Utilize a harm reduction lens while being a champion and advocate for the expansion of primary care services to vulnerable populations, internally and externally.
Identify social determinants of health, including language barriers, poor health literacy and financial constraints, that present barriers to obtaining resources and accessing health services. Work to dissolve these systemic barriers through effective partnerships with the social sector.
Participate in, and advocate for, innovations which would enhance equity, access, and quality of primary care for the Newcomer population. Provide leadership for ongoing professional development, education, and research opportunities.
Identify opportunities for improvements to primary care service delivery and assist in the implementation of service modifications by supporting the change management process for primary care providers and interdisciplinary team members.
Assist with the development of recruitment and retention strategies of primary care providers, including the maintenance of work life balance and creation of psychologically safe work environments
Required Qualifications
- Must be eligible for/hold licensure with College of Physicians and Surgeons of Newfoundland and Labrador (CPSNL).
- Eligible for membership of the medical staff of NLHS.
- Demonstrates commitment to patient-centered care and evidence-based practice.
- Experience and/or academic preparation in health care management or leadership.
- Discipline-specific certification - FRCPC, CCFP or Equivalent.
