Emergency Medical Care Inc. (EMC) is a wholly owned subsidiary of Medavie Health Services (MHS) that manages and operates ground ambulance, air medical transport and the medical communications operations in Nova Scotia through a performance-based contract with the provincial government's Emergency Health Services (EHS) Operations division and the Department of Health and Wellness. As well, EMC operates TeleHealth/811 medical communications for Nova Scotia and Prince Edward Island for the Department of Health.
We access all communities in Nova Scotia in a timely and efficient manner with our fleet of more than 180 ambulances and support vehicles operating out of 60+ stations. We respond to 165,000+ calls annually across the province, which are actively managed through the EHS Operations Medical Communications Centre, the hub of all emergency (911) and non-emergency (hospital transfers) medical calls.
The EHS Operations LifeFlight program provides even greater accessibility by responding to patients on scene or through inter-facility transports by our critical care team via helicopter, fixed wing, or ground ambulance.
In addition, paramedics in Nova Scotia participate in various programs both urban and rural such as community-based paramedic programs, collaborative emergency centres, and emergency preparedness and special operations, to name a few.

Nature and Scope:
Reporting to the Senior Program and Project Manager in the Change Management Office (CMO), the Project Manager (PM) is considered the subject matter expert (SME) on project development lifecycle and methodologies and is responsible for the day-to-day management of projects within EMC. The PM works closely and in collaboration with the project sponsors, end-users, business area leaders, vendors, and IT, providing oversight and consultation on project initiatives.
The primary responsibility of the PM is to manage corporate cross-functional projects by: providing leadership, organization and planning, and effective communication. Ensuring all aspects of the project, from initial scope identification to final documentation are completed in a timely manner, according to process and to quality standards and within budget, in accordance with the established scope of work, and to the Sponsor's satisfaction. The PM's goal is to ensure project deliverables align and support business area and cross organization functions.
Duties and Responsibilities:
This position entails, but is not limited to the following:
- Enforce project standards across all projects by applying the organizational Project Management (PMBOK) Methodology to define and manage project scope; develop, circulate and attain approval for all documentation; monitor and control project timeline; and prepare and monitor cost estimates and project budgets.
- Identify project risk factors in a timely manner and developing appropriate risk mitigation strategies (including contingency planning)
- Maintain accurate and complete records, and reports on all project matters
- Ensure adherence to quality standards and change management practices to ensure proper traceability and project artifact retention
- Understand and help manage interdependencies, collisions and integrations between projects, including resource interdependencies.
- Provide subject matter expertise and guidance to senior leaders
- Provide project mentorship and coaching to business units.
- Act as the main point of contact for handling routine inquiries, issues, and requests for information relating to the project deliverables.
- Monitor and evaluate the performance of project staff and address project performance issues with project resources, and or supervisors.
- Work collaboratively in a diverse team environment to identify core project team resources.

QUALIFICATIONS AND REQUIREMENTS:
Education & Experience Required
- A bachelor's degree in business, engineering, technology, or related field, or an equivalent combination of post-secondary education and work experience
- Minimum three (3) years cumulative project management experience managing professional projects of moderate to complex, size and scope.
- Managing project budgets; overseeing resources, managing, and reporting resource utilization across projects
- Health care experience including portfolio, program and/or project level leadership experience would be considered an asset.
- PMP certification or a willingness to obtain it.
- Change Management certification would be considered a nice to have.
- Experience working in a business role with supervisors and managers as clients.
- Experience working with a Business Analyst

Physical Requirements:
The employee will spend various periods of sitting, standing, walking, crouching, lifting, and / or carrying light objects. Required to maintain one position for possible long periods of time, such as sitting at meetings, or at a desk setting. Employee will be reading data or inputting data, report writing, operating a word processor, computer, calculator, setting up and attending online meetings and in person meetings. Use and exposure to general office equipment such as fax, photocopier, printer, and personal computer. Exposure to low to moderate noise levels.
There may some travel involved in this role.
