Summary:

EverWind Fuels is embarking on a Clean Energy Project that will create Nova Scotia's first green hydrogen production facility and unlock the potential of Nova Scotia's green economy. In addition to the Point Tupper Clean Energy Project, EverWind operates the Point Tupper Terminal which has 7.5 million barrels of storage capacity and specializes in storage, blending and transshipping of petroleum and petrochemical products.

Reporting to the HSE Manager of the Point Tupper Terminal, the Permit Issuer coordinates and reviews all Permit to Work requests to ensure the highest level of safety and compliance with terminal procedures, rules, and applicable regulations, codes, and standards. This is a regular, full-time, salaried position.

Education and Experience Requirement:

  • High school diploma or equivalent.
  • Post secondary education in a related field an asset.
  • Additional safety-related certifications an asset.
  • Strong reading, writing, communication, and math skills.
  • Valid driver's license.
  • Previous field safety supervisor experience is preferred.
  • Industry Experience: A minimum of 5 years of directly related experience in the oil and gas industry is required. This experience should include familiarity with petroleum products and industry terminology.
  • Permit to Work Systems: Experience with Permit to Work systems and procedures is crucial. This includes understanding the roles and responsibilities of a Permit Issuer.
  • Safety and Compliance: Experience in ensuring compliance with safety regulations, conducting safety inspections, and implementing safety protocols.
  • Technical Skills: Proficiency in using gas detection equipment, conducting atmospheric surveys, and performing diagnostic troubleshooting.
  • Communication and Coordination: Strong communication skills to effectively coordinate with various departments and personnel, ensuring safe execution of work activities.

Major Accountabilities:

  • Perform all duties safely in compliance with terminal procedures, rules, policies, and applicable regulations.
  • Maintain a thorough understanding of the Permit to Work and associated procedures.
  • Execute the roles and responsibilities of the Permit Issuer in the Permit to Work Procedure.
  • Conduct field inspections to ensure compliance with safety regulations and procedures.
  • Provide on-site safety supervision and support as needed and during high-risk activities.
  • Support all departments and personnel in the safe execution of their daily work activities.
  • Ensure effective communication of maintenance and contractor permit requests to operations to avoid conflicting activities that could compromise safety.
  • Perform diagnostic troubleshooting of gas detection equipment and provide training to employees and contractors.
  • Conduct specialized atmospheric surveys as required to determine PPE and procedural needs.
  • Conduct final reviews of permits to work and communicate them to the permit receiver immediately prior to issuance.
  • Assist with the delivery of safety and emergency response training and with safety training of operators for permit issuance.
  • Perform regular safety tours, focusing on the EverWind Life Saving Rules, throughout the terminal.
  • Conduct observations of worker behavior to identify unsafe actions or practices.
  • Support the HSE Management and team in ensuring compliance with the Life Saving Rules program and collaborate with site management to develop and implement safety improvement plans.
  • Act as an HSE Department representative for the Management of Change program, Pre-Start-up Safety Review program, and Terminal Safety Meeting programs, including rotational participation on the JOHSC.
  • Coordinate with Operations and Maintenance departments for the isolation of all confined spaces.
  • Coordinate the initial entry inspection of all storage tanks prior to the performance of work.
  • Administer the Terminal's Lock Out / Tag Out system.
  • Maintain working knowledge of Nova Scotia Occupational Health and Safety Act, Occupational Health and Safety Regulations, including WHMIS, TDG, Fall Protection, Confined Space Entry and Rescue, First Aid, and Fire Safety protocols.
  • Successfully complete all required personnel training, including written and computer-based testing.
  • Assist the HSE Safety and Environmental Technicians when needed.
  • Required to participate in ERT, including Oil Spill Response.
  • Report all incidents and accidents immediately to the Supervisor.
  • Perform other duties as required.

Physical Demands:

The employee must be physically prepared to work in outdoor environments in all weather conditions. Must be able to wear PPE including fire retardant clothing, hearing and eye protection, head protection, steel-toed shoes.

The employee may be required to:

· Stand; use hands to handle or feel; reach with hands and arms; and climb or balance; and stoop, kneel, crouch, or crawl.

· Lift up to 50 lbs or drag and/or move up to 100 lbs.

· May climb tanks up to 100 ft or work on jetty above water (approx. 40 ft over water).

Walk up to 2 miles at a time and be able to enter above ground storage tanks through man ways that are 24 inches or larger.
