In this role, you will :

Responsibility 1: Quality Management & Knowledge Mobilization

  • Facilitate and contribute to the development of Community Health Program/Project monitoring and evaluation terms of references, frameworks, methodologies, and plans, inclusive of logic models, theories of change, performance measurement plans and indicators.
  • Regularly engage with Program/Project personnel and management to understand key business drivers and needs, promote data literacy, and facilitate the use of data as a driver for decision-making and continuous improvement.
  • Synthesize external knowledge for internal adoption and application through the design and conduction of environmental scans, literature reviews and needs assessments (i.e., external datasets, research, analytical theory, best practices, etc.)

Responsibility 2: Data Management & Reporting

  • Work closely with Community Health Program/Project personnel and management to identify, define and document data requirements, use-cases, and elements.
  • Monitor Community Health Program/Project performance within established key performance indicators and supports compliance with internal/external reporting requirements.
  • Design and implement data collection instruments and protocols, such as questionnaires, interviews and focus groups.

Responsibility 3: Data Analysis & Visualization

  • Use PowerBI, Excel and other analytic tooling (as needed/relevant) to apply qualitative and quantitative statistical methods and techniques to data, manipulate and analyze large and complex datasets.
  • Work with project/program personnel and the Pan-Canadian Community Health Quality Team to interpret complex datasets, patterns, and trends to derive meaningful insights and conclusions.
  • Design and develop intuitive reports, dashboard and visualizations which make data accessible, useable and which clearly communicate findings, trends, and insights to support decision-making.

What we are looking for :

  • Recent/past experience with planning, implementing, and/or supporting program/project evaluations (including developing logic models, program measures and evaluation plans/strategies).
  • Demonstrated understanding of community-based and participatory approaches to research and evaluation.
  • Knowledge or experience applying analytical frameworks to understand complex social issues.
  • College diploma or university degree in computer science, public health, evaluation, statistics, health policy or recognized equivalent field or combination of equivalent experience.
  • Minimum 1-2 years' experience with qualitative/quantitative data management, visualization, and analysis.
  • Minimum 1-2 years' experience in applied research and/or evaluation design, implementation, analysis, and knowledge mobilization.
  • Intermediate to advanced proficiency with Microsoft PowerBI. Adept experience with Microsoft BI Stack an asset (Azure Data Factory, SQL, SSIS, SSRS).
  • Ability to define, implement and monitor Key Performance Indicators (KPI), progress, outputs and outcomes.

Working Conditions :

  • Most work is performed remotely at a home office. Periodic national travel may be required.
  • Ability to work under pressure, manage competing priorities, and adapt to changing circumstances.
