The Town of Botwood is Seeking an Assistant Chief Administrative Officer

ABOUT THE ROLE
The Assistant Chief Administrative Officer will be a highly motivated professional providing sound executive management support to the Chief Administrative Officer (CAO) and Council.
Reporting to the Chief Administrative Officer (CAO), this position will oversee and assist in the planning, execution, conduct, and administration of the Town in accordance with Council policies. This exciting new role provides an opportunity to work with committed professionals who are ready to take the next step in fostering community growth.
Duties and Responsibilities
- Acting as the CAO in the CAO's absence or as otherwise designated by the CAO
- Attending Council meetings and making policy, service level, and business planning recommendations
- Communicating and facilitating the implementation of Council decisions
- Assisting in the preparation of department budgets
- Representing the Town with external agencies and on behalf of Council as required
- Fostering an environment of positive public relations, both internally and externally such that the public respects and has confidence in the administration of the business of the Town
- Act as an ambassador within the local municipal community
WORK ENVIRONMENT
At times the Assistant Chief Administrative Officer must deal with varying situations arising from resident complaints and Council interventions, however, a professional demeanor must be maintained, and each situation must be treated in a polite and orderly manner. The Assistant Chief Administrative Officer is an official of the Council and must therefore competently represent the Town. For the most part the Assistant Chief Administrative Officer performs their duties in an office environment, however, while engaging with Town Works employees and other off-site projects, there are times when fieldwork is required.
QUALIFICATIONS
- Diploma or degree in business, planning, engineering, or similar field preferred; Consideration will be given to candidates with a combination of education and experience acceptable to the Town
- Thorough understanding of municipal services and local government responsibilities, as well as knowledge of government functions in Newfoundland and Labrador;
- At least three (3) years management experience, preferably with experience in local government;
- Strong character and integrity, with the ability to listen and accept criticism;
- Well-developed planning, financial management, and budgeting skills;
- An understanding of economic development principles;
- Knowledge of collective bargaining and practices, with the ability to resolve conflict;
- Knowledge of the Municipalities Act (1999), as well as the Urban and Rural Planning Act (2000);
- Strong interpersonal and communication skills, as well as experience working with the public;
- Familiarity with Microsoft Suite programs, Google Earth, and ideally some knowledge of Town Suite.
Other Requirements:
Must possess a valid Driver's License. Clear certificates of conduct including a RCMP Criminal Record Check and a Provincial Court Check, are a condition of employment. References may be required.
Remuneration:
This is a full-time, permanent position with employment benefits including a pension plan, health care, along with short- and long-term disability. Salary is to be negotiated.
