The Town of Botwood is Seeking a Chief Administrative Officer (CAO)

Town of Botwood, situated at the mouth of the Exploits River, and serving as a conduit to the Bay of Exploits for sea going vessels, Botwood provides a beautiful, deep-water harbour for both leisure and economic purposes. The Town is currently expecting substantial economic growth, this is due to the nature of their location and the deep-water harbour. With opportunities on the horizon in the clean energy sector, the Town of Botwood remains "Steeped in history, focused on the future".
ABOUT THE ROLE
The Chief Administrative Officer is responsible for the planning, execution, conduct, and administration of the Town in accordance with Council policies. The Chief Administrative Officer makes recommendations on the operation and cost of all municipal activities, supervises contracts, advises on construction, maintenance and development of municipal property, and ensures council decisions, regulations, and orders are carried out. Under the Council's direction, the Chief Administrative Officer develops the annual budget and advises on financial matters including the supervision of revenue collection and the control of expenditures.
The Chief Administrative Officer advises the Council on all operations, expenditures, and activities. The Chief Administrative Officer must thoroughly understand and participate in managing all aspects of Town activities - the delivery of core municipal services (water, sewer, roads, waste collection, etc.), emergency response and planning, economic development, recreation and heritage programs, special events, public works and infrastructure, budgeting, and administration.
Duties and Responsibilities
Finance
- Preparation and implementation the annual Municipal Budget Submission (MBS)
- Preparation of financial reports for Council
- Ensure the Town's financial system is properly maintained
- Revenues and expenses are recorded in the context of the MBS
People and Culture
- Human resource planning
- Leader for achieving an efficient, effective, safe workplace, and implementation of OH&S regulations
- Administering the Collective Agreement between the Town and CUPE Local 1349
- Addressing various workplace issues as they arise
Community Sustainability, Growth, and Development
- Fostering and promoting economic development opportunities
- Developing proposals, writing reports, compiling statistics and other information as required by Council and other government agencies
- Implementing the Town's Municipal Plan and Development Plan
- Strategizing for the effective utilization of land within the municipal boundaries of the Town
- Overseeing the community's disaster plan, ensuring it is up to date and relevant
- Ensuring emergency services, including the Botwood Fire Department, are properly coordinated and organized
- Meeting with residents and business owners, striving to accommodate requests and address issues within the confines of municipal resources, regulations, and policies
Community Recreation
- Developing programs and policies
- Scheduling events and activities
- Coordinating with BGC Botwood and other community groups
- Management of the Recreation Department includes operations at the Harry Ivany Arena, Recreation Complex, Heritage Park, and Museums.
Other Duties
- Attending Council meetings, Committee meetings, and other meetings within reason
- Ensuring Town buildings, equipment and facilities are properly maintained and protected
- Implementing motions, orders, and other directives of Council in a competent and effective manner
- Administering capital works projects
- Undertaking various duties that may be assigned by the Council
WORK ENVIRONMENT
At times the Chief Administrative Officer must deal with various situations arising from resident complaints and Council interventions, however, a professional demeanour must be maintained, and each situation must be treated in a polite and orderly manner. The Chief Administrative Officer is an official of the Council and must therefore competently represent the Town. For the most part the Chief Administrative Officer performs their duties in an office environment, however, there are times when fieldwork is required.
QUALIFICATIONS
- University degree in business, planning, engineering, or similar field preferred. Consideration will be given to candidates with a combination of education and experience acceptable to the Town;
- Thorough understanding of municipal services and local government responsibilities, as well as knowledge of government functions in Newfoundland and Labrador;
- At least five (5) years management experience, preferably with experience in local government;
- Strong character and integrity, with the ability to listen and accept criticism;
- Well-developed planning, financial management, and budgeting skills;
- An understanding of economic development principles;
- Knowledge of collective bargaining and practices, with the ability to resolve conflict;
- Knowledge of the Municipalities Act (1999), as well as the Urban and Rural Planning Act (2000);
- Strong interpersonal and communication skills, as well as experience working with the public;
- Familiarity with Microsoft Suite programs, Google Earth, and ideally some knowledge of Town Suite.
Other Requirements:
Must possess a valid Driver's License. Clear certificates of conduct including a RCMP Criminal Record Check and a Provincial Court Check, are a condition of employment. References may be required.
Remuneration:
This is a full-time, permanent position with employment benefits including a pension plan, health care, along with short- and long-term disability. Salary is to be negotiated.
