Demands, duties, qualifications Reporting to the Manager, Enterprise Architecture, you will play a key role in aligning NLHS's healthcare delivery with its IT capabilities, ensuring that technology investments support strategic transformation initiatives outlined in the NLHS 2024-26 Strategic Plan. Acting as a bridge between healthcare business units, operations and IT solutions, this role fosters innovation and resilience by anticipating future demands and supporting health equity, access, and quality improvements. The Business Architect (Technical Architect II) directly contributes to NLHS's long-term objectives of delivering equitable, high-quality care, promoting integration across service lines, and enhancing patient outcomes through effective use of digital technology. Specifically, you will be responsible for:
Strategic Alignment and Business Planning:
Collaborating with healthcare leadership, you will ensure IT solutions align with NLHS's strategic goals, including transformation, access, and quality. Supporting key initiatives such as the integration of Epic HIS, ensuring regulatory compliance and sustainability while advancing NLHS's transformation agenda.
• Ensure IT projects are fully aligned with NLHS's strategic priorities, including the Quintuple Aim and the focus on equity in healthcare access.
• Develop and maintain a business architecture framework that supports NLHS's transformation initiatives.
• Prioritize technology investments that improve long-term healthcare delivery, particularly in underserved areas.
• Support NLHS Innovation by collaborating to integrate innovative solutions into the broader NLHS framework, enhancing healthcare delivery and advancing transformation initiatives.
Process and Workflow Optimization:
Assessing current healthcare processes, you will identify existing gaps, inefficiencies and risks with the objective to recommend improvements, ensuring IT solutions enhance both patient care and operational efficiency.
• Lead process redesign efforts to optimise care delivery, especially in primary and emergency care.
• Collaborate with IT architects to ensure system requirements align with NLHS's strategic goals.
• Implement user-centred solutions that integrate seamlessly with clinical workflows to maximize positive user experience.
Stakeholder Engagement and Facilitation:
As the liaison between clinical, administrative, and IT teams, you will ensure that IT
projects are grounded in real-world and business needs, are scalable to the holistic provincial scope, and supported by relevant stakeholders.
• Facilitate workshops, surveys and consultations to gather system requirements, ideation input and feedback.
• Engage stakeholders to ensure solutions are tailored to their operational challenges and aligned with strategic goals.
• Maintain ongoing communication to ensure continuous alignment with healthcare priorities.
Solution Assessment and Technology Alignment:
You will evaluate potential IT solutions, ensuring they meet NLHS's strategic priorities and are scalable, sustainable, and compliant with healthcare regulations and policy.
• Assess technology solutions for alignment with strategic healthcare goals, focusing on equity, access and user experience.
• Conduct feasibility studies and impact assessments to ensure solutions support NLHS's long-term objectives.
• Ensure solutions adhere to healthcare IT standards and regulatory requirements (e.g., PIPEDA, PHIA).
Change Management and Post-Implementation Support:
You will play a key role in ensuring smooth transitions to new systems, collaborating with change management teams to support adoption and operational teams to ensure sustainment success.
• Partner with change management team members to facilitate communication, training, and system adoption, particularly in large-scale projects.
• Monitor and report on system adoption, gather feedback, and adjust workflows to optimize performance and meaningful use.
• Provide ongoing support to ensure systems evolve with NLHS's needs.
Your education and experience include:
• Bachelor's Degree in Business Administration, Information Technology, Healthcare Management, or a related field.
• Master's Degree in Business Administration, Healthcare Informatics, or a related field (preferred).
• 7+ years of experience in business architecture or business analysis, preferably within healthcare.
• Proven ability to align business objectives with technology solutions in a complex healthcare environment.
• Demonstrated success in process re-engineering and workflow optimization.
• Experience leading cross-functional teams and managing stakeholder engagement across multiple service lines.
• In-depth understanding of healthcare operations, clinical workflows, and regulatory environments.
• Familiarity with NLHS's strategic priorities, including transformation, access, and quality improvements.
• Knowledge of healthcare IT standards and regulations, including PIPEDA, ATIPPA, HIPAA, and data privacy.
• Proficiency in enterprise architecture frameworks and business process modelling tools.

It would be considered an asset if you have the following:
• TOGAF, BIZBOK, or similar business architecture certifications would be considered an asset.
• LEAN Six-Sigma.
• Healthcare IT certifications (e.g., HL7, ITIL) are preferred.
