Title : Advisor- Community Planning and Preparedness

Employee Working Location : Partially Virtual / Hybrid (Canada)

Employment Status : Temporary Full-time (12 Months)

Salary Band : $72,314 - $90,392 / year

In this role, you will :

Responsibility 1: Community Risk Assessment, Mapping and Engagement

  • Provide technical support and guidance for undertaking and interpreting climate risk assessments for hazards like floods, wildfires, and heatwaves.
  • Lead the analysis of climate change impacts on community infrastructure (physical, social, economic).
  • Utilize GIS mapping, climate projections and models, and community reports to develop localized risk profiles.
  • Assess vulnerabilities faced by underserved or marginalized communities and populations (e.g., Indigenous, low-income, disabled, and elderly populations).
  • Identify existing local resources, assets, and capacities that contribute to community resilience.
  • Lead risk reduction gap analyses that leverage and enhance assets and capacities, while addressing vulnerabilities within disaster risk strategies and community resilience plans.
  • Work with local governments, NGOs, and community organizations to integrate local knowledge into risk assessments, community resilience plans, and implementation plans.
  • Facilitate workshops and consultations to raise awareness of climate risks and preparedness and support recovery efforts.
  • Ensure data collection, storage and reporting respects cultural sensitivities, and adheres to OCAP (i.e., ownership, control, access, possession) principles for Indigenous communities.

Responsibility 2 :Capacity Building and Enhancing

  • Oversee the procurement and prepositioning of supplies and materials to enhance community disaster preparedness.
  • Increase community knowledge of and skills for using emergency tools and equipment through information sharing, training and skills development workshops, and providing targeted supports.
  • Support local communities in building long-term disaster preparedness and recovery capabilities.
  • Work with internal stakeholders to ensure adequate and appropriate participation in the program
  • Train and mentor staff and volunteers in implementing the community stock and materials program, as well as providing subject matter expertise in the areas of community climate resilience planning and preparedness.

Responsibility 3: Partnership Development and Management

  • Ensure the Canadian Red Cross and its fundamental principles, programs, products, and services are consistently presented in a strong, positive image to partners, and relevant stakeholders.
  • Develop and/or maintain strong working relationships with, but not limited to Indigenous leaders, local government and program partners and co-implementers (The Resilience Institute, other NGOs, CSOs)

What we are looking for :

  • Advanced degree (or equivalent experience) in Disaster Management, Applied Climate Science or Environmental Science, Human Geography, Public Health, Sociology, or a related field.
  • 5-7 years of experience in disaster management, climate risk assessment, and/or community development.
  • Strong expertise in disaster risk reduction and/or climate adaptation, with a proven track record in community resilience-building initiatives.
  • Experience conducting community-based risk assessments and/or community-based research and engagement.
  • Proficiency in GIS tools, climate models, and social vulnerability indexes, using data analysis techniques and data visualization software
  • Strong research, analytical and problem-solving skills, with the ability to synthesize data into actionable plans and develop tailored solutions based on community-specific risks and capacities.
  • Excellent project management and organizational skills, including experience with grant writing and proposal development.
  • Knowledge of best practices in stock prepositioning and materials management to enhance community preparedness.
  • Collaborative mindset with the ability to work across teams and with external partners.
  • Excellent communication skills, both verbal and written, with the ability to present complex information to various audiences.
  • Ability to work under pressure and in emergency setting and develop creative and adaptive solutions in high-stress situations.
  • Ability to work with diverse and remote communities and respect cultural differences.
  • Demonstrated experience working in and alongside Indigenous communities.
  • Fluency in English is required, French is an asset.
  • The ideal candidate has lived and/or has professional experience with First Nations, Inuit and/or Métis Nations or communities.
  • Active in broader Indigenous networks and has an enduring commitment to sharing and advancing knowledge derived through Indigenous knowledge systems including balancing Western and Indigenous world views.
  • The official languages recognized within the Canadian Red Cross are English and French however demonstrated skills and ability to communicate in an or multiple Indigenous language(s) or ability to communicate and adapt within Indigenous protocol is highly desirable.

Working Conditions :

  • Position is primarily remote, with travel to remote communities across Canada as needed.
  • May be required to work non-traditional hours, be on-call and respond to emergency / disaster related requests.
  • As we work with and support people (managers, colleagues, beneficiaries/customers, volunteers, donors and external partners) and communities in Canada and around the world, applicants whose first language is not English may be required to perform the responsibilities of the role in English.
