Position: Vice President and Head, Chief Data Officer


Purpose


Responsible for developing an industry-leading enterprise-wide data management and first line governance strategy and defining and implementing the operating model across Scotiabank in alignment with enterprise strategic priorities and business line priorities. Leading an enterprise Data team and working closely with internal partners, the Chief Data Officer will improve data quality and ensure data is used effectively across the organization while ensuring compliance with Bank policies and regulatory requirements.


Accountabilities


1. Develops and implements enterprise-wide data management and first line governance strategies, including:

  • Defines medium and long-term data strategy and operational framework needed to unlock the value of data through advanced analytics
  • Establishes, invests and mature the Bank's data capabilities required to meet increasing regulatory demands and enterprise, business and regulatory priorities
  • Evangelizes and communicates the strategic value of data, its important role as a business asset and revenue driver to executives, regulators, employees, partners and clients
  • Identifies strategic revenue opportunities using data
  • Champions and supports strategic data initiatives that strengthens Scotiabank's global data and advanced analytic capabilities
  • Align the priorities of the Data Governance program to key business and regulatory priorities and obtain agreement at the executive level
  • Partners with the businesses and the Head of Analytics to identify opportunities for business and client enablement

2. Define and facilitate the implementation of the organizational structures and operating models needed to support the objectives of the data program, including:

  • Collaborates with key stakeholders at the Operating Committee level, and producers and consumers of data at the executive level, to ensure alignment and commitment to data governance and data management policies, priorities, practices and operating model
  • Setup first line data governance structures at the enterprise level and in subsidiaries
  • Facilitates and governs the establishment of mature data domains and their business ownership via essential data management roles (i.e. Data Stewards)
  • Leads and drives a client focused culture throughout their team to deepen client relationships and leverage broader Bank relationships, systems and knowledge
  • Defines the data architecture and works with Technology partners to implement ensuring a unified view across the organization
  • Defines and establishes the Data Governance forums and process
  • Defines and implements the Data Management processes and tools
  • Establishes Data Quality measurements and issue management capabilities and provide appropriate measures to executive management to establish KPIs for the data program
  • Builds a high-performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment, communicates vison/values/business strategy and managing succession and development planning for the team


3. Ensures the Bank's data and policies are aligned to regulations and compliant to Bank policies and risk management

  • Lead all data regulatory reviews across the different Bank jurisdictions
  • Ensures data governance and management capabilities are implemented in accordance with all enterprise policies and controls
  • Evaluates opportunities to evolve client/privacy data governance, policies and practices
  • Establishes and oversees procedures and standards of execution for data to ensure compliance, ongoing business value and mitigation of business risks at the highest level of security within the Bank's overall operating and risk management framework
  • Directs day-to-day activities in a manner consistent with the Bank's risk culture and the relevant risk appetite statement and limits. Communicates the Bank's risk culture and risk appetite statement throughout their teams and escalates breaches in risk appetite and material risk exposure in a timely manner
  • Ensures effective management and, where necessary, mitigation of material risk exposures, particularly those that exceed or have the potential to exceed the approved risk appetite and/or risk appetite limits
  • Provides leadership in communicating risk appetite to help embed appropriate risk taking into the Bank's risk culture
  • Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.

4. Partner with Data CIO to delivery data solutions for the enterprise

  • Aligns on data custodianship
  • Partners with technology team to develop data management capabilities aligned to the platform strategy

Education & Experience

  • Extensive experience in a senior Data Management and Governance position within a fast-paced and complex business setting.
  • Extensive experience in dealing with regulators tied to data governance and management
  • Vast experience building and leading data organization or practices as well as successful experience evangelizing/advocating for data analytics value across a business and to diverse audiences.
  • Ability to set strategic direction and define practical data solutions to business issues
  • Ability to design team structures, frameworks and processes to deliver results in a global and matrixed organization
  • Strong understanding of data architecture, data governance frameworks and data privacy regulations
  • Proven and successful experience in a consulting role for senior business leadership and executives. As well as experience with hands-on leadership roles directly managing data and analytics teams, and driving change within a large, complex businesses.
  • Excellent communication skills and capable of conveying information and messages with clarity and precision to technical and non-technical stakeholders
  • Possess strong leadership, being able to move cross-functional groups in a unified direction as well as being able to move business executives and stakeholders.
