Job Description:

Department Overview

The TD Bank Group Financial Crimes Risk Management (FCRM) Department is responsible for Anti-Money Laundering and Anti-Terrorist Financing (AML/ATF) regulatory compliance and prudential risk management across the TD footprint. We act as proactive and trusted advisors to TD Business Lines, while supporting a consistent, adaptable, and effective culture across the organization, ensuring money laundering and terrorist financing risks are appropriately identified and mitigated. We direct the design, content, and enterprise-wide implementation of TD's FCRM Program, which also includes ensuring that everyone both understands and complies with economic sanctions and anti-bribery/anti-corruption regulations. Job Description

Reporting to the AVP, Internal & Regulatory Exam Management, the Senior Manager supports in the management and oversight of the exam management function for the Financial Crimes Risk Management (FCRM) Department. The team is responsible for overseeing the exam management function for FCRM including intake and effective closure of FCRM-owned Internal Audit and FCRM Program Regulatory findings. The Senior Manager acts as the lead for exam management processes and procedures, manages relationships amongst key stakeholders and works with them and the FCRM Issues Management team to ensure all exam findings are actioned and sustained in accordance with standards.

Responsibilities

  • Provides risk-based oversight on audits, regulatory reviews and independent assessments of FCRM by other Bank areas or third parties to ensure these engagements are managed effectively and efficiently. This may include participating in scoping and planning meetings, coordinating responses to requests for information, facilitation of on-site meetings, and surfacing material risks and issues in a timely manner to the FCRM Senior Executive Team (GSET) for appropriate resolution.
  • Builds and sustains excellent working relationships with internal FCRM stakeholders (including senior executives) as well as Bank partners such as second-line challenge committees, Internal Audit and Regulatory Risk.
  • Leads and/or supports challenge preparation processes for FRCM-owned audit and regulatory findings including facilitation of review committee(s), supporting finding owners in preparation of remediation completion packages and presentations for second-line challenge committee reviews
  • Prepares status reports on findings, regulatory exams and internal audits to various stakeholders including (but not limited to) FCRM executives
  • Leads and/or supports management of Requests For Information (RFIs) which may include performing a quality control review of materials and packaging and providing information directly to the requesting party.
  • Engages in projects, as required, to provide guidance and support
  • Performs ad hoc analysis and participates in regulatory initiatives, special projects, or other activities as assigned.

Qualifications/Skills

  • University degree or equivalent experience
  • Advanced degree, professional accreditation, and/or 10+ years relevant industry experience
  • Experience within risk, governance, regulatory, audit or compliance required and Financial services industry experience and AML experience preferred
  • Working knowledge of AML/ATF legal and regulatory environment, risk management and governance framework environments, standards, regulations and mitigation an asset
  • Excellent communication skills and the capacity to communicate complex information, adapting to the needs of the executive audience
  • Strong ability to apply critical thinking and to exercise sound judgement in making decisions, and escalating as appropriate
  • Skills in creating appropriate analysis and reporting, with attention to detail
  • Excellent written and verbal communication skills, including experience preparing reporting to senior executive audiences
  • Effective stakeholder and partner engagement with a professional approach; ability to interact with all levels within the organization
  • Ability to influence others' actions and decisions without express authority
  • Ability to effectively operate with flexibility in a fast-paced, constantly evolving team environment and prioritize competing priorities
  • Proven ability to lead, develop, coordinate and implement program/project plans and activities to completion
