The Finance and Treasury Boardâ??s Office of the Chief Information Officer Division has an opportunity for a Cyber Security Program Manager to join our team. The Government of New Brunswick is seeking a dynamic and experienced Cyber Security Program Manager to lead and manage our cyber security program. This critical role requires a strategic thinker who can approach cyber security from a business perspective, ensuring the program evolves to meet the ever-changing needs and demands of the government and its stakeholders. As the Cyber Security Program Manager, you will play a pivotal role in stakeholder engagement and oversee the logistical and business aspects of the Cyber Security Program. While a technical background is not necessary, strong program management skills and business acumen are essential.

What You Will Do

The position responsibilities include:

  • Strategic Development: Develop and implement a comprehensive cyber security program strategy that aligns with the Government of New Brunswickâ??s objectives and regulatory requirements.
  • Governance and Planning: Manage the governance framework and facilitate the planning and prioritization of complex cyber security services and projects.
  • Stakeholder Engagement: Engage with stakeholders, including government officials, department heads, and external partners, to understand their needs and ensure the cyber security program meets those needs effectively.
  • Program Logistics: Coordinate and manage the logistical aspects of the cyber security program, including budgeting, scheduling, and resource allocation.
  • Monitoring and Reporting: Monitor and report on the programâ??s progress, maintain the program roadmap, and adjust as necessary to ensure successful outcomes.
  • Communication Framework: Establish and maintain a communication framework to foster a culture of cyber security awareness and best practices across the organization.
  • Collaboration: Collaborate with technical and multi-disciplinary teams to ensure alignment between business objectives and technical solutions.
  • Trend Analysis: Stay informed about the latest trends and threats in cyber security and adjust the program strategy accordingly.
  • External Relations: Develop and maintain strong relationships with external partners, including vendors, consultants, and industry organizations.

â??Must Haveâ? QUALIFICATIONS: The successful candidates must possess a bachelorâ??s degree in business administration, computer science, cyber security or a related field of study with a minimum of eight years of experience. An equivalent combination of education, training and experience may be considered.

Must have, or be eligible for, a Canadian federal security clearance.

Written and spoken competence at the Intermediate plus proficiency in English is required. Please state your language capability.

â??Nice to Haveâ? QUALIFICATIONS:

Preference may be given to candidates that possess one or more of the following asset qualifications:

  • Proven experience in program management, preferably within a government or large organizational setting.
  • Strong understanding of business principles and their application to cyber security.
  • Excellent communication and stakeholder engagement skills.
  • Ability to manage multiple projects and priorities simultaneously.
  • Knowledge of cyber security principles and practices is an asset, but not required.
  • Strong analytical and problem-solving skills.
  • Ability to work independently and as part of a team.

Subject to the response to this competition, candidates may be required to demonstrate on their application the asset qualifications in addition to the essential qualifications in order to be given further consideration.

BEHAVIOURAL COMPETENCIES: The successful candidates will possess the following behavioral competencies: Coaching and Team Development, Organizational Awareness, Organizational Commitment, Relationship Building, Results Orientation and Strategic Thinking.

TECHNICAL COMPETENCIES: The successful candidates will possess the following technical competencies: Knowledge of Applicable Legislation and the Departmentâ??s Policies and Procedures, Human Resources Management, Knowledge of the Departmentâ??s Fiscal Environment, Ability to Use Office Technology, Software and Applications; Specialized Subject Matter Expertise and Knowledge.

Salary: $64,974.00 to $90,740.00 annually.
