Position Details
Context: The Human Resources Department is responsible for planning, directing and implementing the various human resources policies, procedures, and programs in support of the organization's mandate. The department provides support, interpretation, and advice to departments, regional offices, and senior management in the areas of employee relations, staffing, job evaluation, compensation, staff development, safety, payroll and benefits administration.
Duties: Reporting to the Director, Human Resources the Manager, Occupational Health and Safety will develop, implement, and maintain an Occupational Health and Safety (OH&S) Program to ensure a safe work environment and compliance with provincial OH&S legislation.
As the Corporation's primary OH&S resource, the incumbent will provide guidance and support to OH&S Committees, managers and employees, in fulfilling their legislated responsibilities as prescribed by the OH&S Act of Newfoundland and Labrador. This position will conduct job hazard assessments and develop safe work practices. Additionally, the incumbent must conduct regular site visits and workplace inspections. The incumbent is responsible for completing accident and incident investigations in accordance with OH&S legislation and NLHC policies and procedures. As well, the incumbent will conduct need assessments to identify training requirements, develop and deliver training and secure safety related training that cannot be developed in-house. The position is responsible for the coordination of corporate wide emergency planning and response and will act as the lead fire warden, chairing the Emergency Management and Fire Warden Committees. The position will monitor OH&S performance through data analysis of incident, injury and illness to enable the provision of quarterly and annual reports. The incumbent is also responsible for OH&S programs related to, workstation ergonomics and safety orientation. The role demands a high degree of independence, working closely with NLHC stakeholders, Workplace NL (to meet PRIME incentive requirements) and external safety organizations.
Criteria
Screening Criteria:
- Completion of post-secondary degree and/or diploma in Occupational Health and Safety, Safety Technology, Environmental Health, or a related field (equivalencies may be considered)
- Experience developing OH&S programs and related policies and procedures
- Experience conducting hazard assessments, workplace inspections, and accident/incident investigations
- Experience in emergency planning and response coordination
- Experience using a Human Resource Information System (HRIS) for data collection and statistical analysis (asset)
- Experience with PRIME requirements through Workplace NL and understanding of NL Provincial OH&S legislation (asset)
Assessment Criteria:
- Knowledge of OH&S legislation, safety standards (e.g., CSA, ANSI), and best practices
- Ability to develop and manage OH&S programs, policies and procedures
- Ability to develop, conduct and source training
- Proficiency conducting safety audits and inspections, accident investigations and ergonomic assessments
- Analytical skills for data analysis and reporting on safety statistics
- Ability to promote a safety-focused culture, transitioning from reactive to proactive practice
- Ability to work independently while maintaining time and task
- Decision making skills including a proactive approach to problem solving and risk management
