The Manager, Mobile Roaming is responsible for the management of Eastlink’s Roaming Team. Team’s responsibilities include establishing and managing commercial Roaming Agreements, technical solutions for all roaming technologies (3G, 4G and evolution), inter-operator messaging, as well as A2P and OTT messaging connectivity with various carriers.

The Manager will develop and maintain relationships with roaming partners, validate and ensure the partners’ networks are successfully providing reliable roaming services to Eastlink customers.

Responsibilities:

  • Manage the Roaming Team’s Performance and align their goals with the company’s values
  • Foster an environment focused on continuous improvement, openness and constructive feedback.
  • Support the team by removing barriers that may interfere with achieving their business objectives.
  • Manage the respective Capex and Opex Budget and Forecast.
  • Develop and maintain relationship with roaming partners including establishment and review of roaming agreements and preferred rates to keep wholesale cost to a minimum
  • Manage the relationship with roaming partner which includes renegotiation of rates and technology (LTE, VoLTE, etc...)
  • Engage with Marketing team in a collaborative relationship to help drive competitive offering (travel packs) based on demand and prioritization in key areas/destinations for coverage, price improvement and technology.
  • Remain on the forefront of Roaming development and evolution, as well as related Innovations in order to enable Eastlink to offer the best possible and most competitive value to its customers, and optimal roaming user experience
  • Ensure that the team has access to the proper expertise, tools and resources to perform appropriate analysis and trending of the roaming user experience, as well as roaming costs
  • Perform TADIG certification, issue resolution and issuance of TCC for proper rating implementation.
  • Manage and optimize domestic roaming aspects and overall roaming user experience
  • Pro-actively monitor Fraud from a roaming perspective within the existing process and flow, and propose optimisation and improvements to minimize resource time vs risk of occurrence.
  • Roaming revenues aspects – ensure that the settlement flows (FCH, DCH and NRTRDE) are properly implemented in order to minimize revenue loss or unbilled usages
  • Collaborate with Revenue Assurance team to help assure that usages are accounted and charged appropriately with keeping a minor variance as acceptable metric.
  • Ensuring continuous technical evolution from an engineering perspective to deliver the best and fastest service possible including robustness and growth of the roaming interfaces and solutions
  • Technical enablement of inter-operator, A2P and OTT messaging channels
  • Proactive roaming network capacity planning, forecasting and dimensioning
  • Executing IREG validation for new or upgrading partners to deliver a good customer experience
  • Customer support channel to Tier 2 for troubleshooting and resolution of customer roaming issues
  • Ensure network and solution adhere to our Cyber Security Policies

Requirements:

  • Bachelor or technical degree in Electrical Engineering, Computer Programming or Business with a minimum of 10 years of experience with cellular operators or related domain.
  • Minimum of 5 years of management/leadership experience in a wireless environment.
  • Commercial / Technical knowledge:
  • Good knowledge and understanding of roaming negotiations and related processes (FCH, DCH, NRTRDE)
  • Understanding of wireless network architecture, including RAN, Core, VAS, wireless devices ecosystem, as well as back-office nodes (e.g. BSS).
  • Knowledge on roaming network capacity assessment.
  • Knowledge of various wireless technologies including UMTS, HSPA, LTE, LTE-A, IMS/VoLTE/VoWiFi
  • Familiarity with GSMA standards related to roaming.
  • Understanding of Wireless networking interfaces
