Job Summary
Eastern Urban Zone is launching its first Midwifery Program in St. John's and is currently seeking the first Registered Midwife (RM) in a team of four. This midwife will arrive in advance of the others to lead the program planning and implementation. During this planning phase, the midwife's duties will initially be administrative and would not require stand by. At program launch, all RMs will provide clinical care and standby as a team

The midwifery service in Carbonear includes support of regional and community health nurses who provide prenatal and postpartum care, as well as advance capacity building with partners and communities. The program will build a practice which can deliver comprehensive primary maternity care and is person-and family-centered in collaboration with our health care team.

Under the direction of the Eastern Urban Zone leadership team, reporting to the Director of Children and Women's Health and in collaboration with the Provincial Chief Midwife and the department of Health and Community Services, local working groups/steering committee and other stakeholders, the first Registered Midwife will lead the planning and implementation of the midwifery service in the Eastern Urban Zone. The midwife will contribute to NLHS policies on issues such as out of hospital births, hospital births, transfer of care, second attendant, prescribing medications, discharge and admission abilities and ordering diagnostic testing; develop and deliver education sessions on the scope of practice and role of the midwife for employees, stakeholders, and the general public; establish a site implementation committee; establish key indicators for the purpose of future evaluation of the impact of implementing midwifery services; assist with Primary Health care, Health Promotion, and Quality Improvement initiatives; demonstrate a commitment to safety and partner with all team members to improve staff and patient safety by integrating safety into work practices, identifying risks and implementing improvements and perform other related duties as required.

Following the planning phase, a team of four midwives will share clients and call coverage. The Registered Midwife is an autonomous primary maternity care professional providing comprehensive care to individuals and their newborns during the childbearing period. The RM provides complete care during pregnancy, conducts births in hospitals and community and continues with postpartum care to individuals and their newborns for at least six weeks after birth. Eastern Urban Zone Midwives are employees of NLHS and will report to the director of Children and Women's Health.

The registered midwife has the ability to admit and discharge in hospital and works collaboratively with obstetricians, nurses, family physicians, pediatricians, anesthetists, lactation consultants and other healthcare providers. The successful candidate must demonstrate an awareness of and be responsible for promoting and supporting person- and family centered care, demonstrate a commitment to safety and partner with all team members to improve staff and patient safety by integrating safety into work practices, identify risks and implementing improvements.

Job Qualifications
Bachelor's degree in a related field (health, education, health promotion marketing, midwifery, community development, etc.) is required.
A Master's degree is an asset.
Successful completion of a recognized midwifery education program in accordance with the requirements of the College of Midwives of Newfoundland and Labrador (CMNL) and Newfoundland and Labrador Council of Health Professionals (NLCHP) is required.
Current and continuing registration with CMNL & NLCHP is required.
A minimum of two (2) years of experience working as a Midwife in Canada within the last four (4) years is required.
Experience in program implementation, project management and change management is an asset.
Knowledge of issues related to maternal and child health.
Knowledge of program development, implementation and evaluation.
Knowledge of quality improvement and project management.
Knowledge of staff and patient safety initiatives.
Demonstrated conflict management skills.
Demonstrated strong decision making, interpersonal, leadership and communications skills.
Demonstrated ability to manage and foster positive interpersonal relationships with various stakeholders.
Demonstrated ability to manage change and continuous improvement.
A valid Newfoundland & Labrador class IV Driver's License and the use of a private vehicle are conditions of employment.
A satisfactory record of work performance and attendance is required.
