Job Description:

Department Mission: Provide best-in-class designs, implementations and operations of critical infrastructures supporting TD's critical environments within the North American Corporate Real Estate portfolio.
Department Mandate:
The Critical Environments group is mandated to source, design, engineer, build, operate and maintain cost-effective and highly-reliable, specialized, energy-efficient facilities utilizing complex mechanical, electrical, instrumentation and controls, and fire and life safety infrastructure systems supporting TD's mission critical and business-critical functions within the North American Corporate Real Estate portfolio. Mission-critical functions include TD's stand-alone 7x24 uptime Data Centers and trading environments, for which the Critical Environments group provides complete Real Estate oversight of all mechanical and electrical support systems, as well as business-critical computer and server rooms, call centres, network and LAN rooms and critical back-office environments.

Job Description

Reporting to the AVP, Critical Environments, Enterprise Real Estate, this position is accountable for the Engineering function in support of all TD Bank Group Canadian and US-based mission-critical and business-critical Corporate facilities for the Enterprise Real Estate (ERE) Group.

Primary deliverables:

  • Multi-discipline engineering expertise and oversight for technical matters in planning and development, engineering design, implementation, and commissioning of specialized, energy-efficient, cost-effective, high-availability critical environmental mechanical and electrical systems for all North American Corporate mission-critical facilities and business-critical locations, implemented with the least impact and risk to end-user uptime.

  • Specialized engineering, analysis and audits of operational performance characteristics and improvements to reliability and fault tolerance, maintainability, and service availability levels for critical infrastructure systems.

  • Emergency 2nd level support (7x24) to manage and direct staff, Operations Managers, and consultants in resolving complex technical critical infrastructure abnormal incidents, including technical oversight of troubleshooting, root cause analysis and recurrence prevention solutions.

Strategic deliverables:

  • Leading-edge engineering design concepts in the development of engineering policies, standards, procedures, and practices for critical systems for best-in-class critical facilities designs and operations.

  • Contribute technical input to the ongoing development of the Operational Continuous Improvement Program such as engineering design best practices as found through peer forums and industry recognized authorities.

  • Oversee the Asset Management Review Program including assessments of existing assets, end-of-life analysis, and replacement prioritization.

  • Engineering oversight of the Abnormal Incident Management Program including troubleshooting, root cause analysis and sustainable improvements to prevent recurrences.

  • Work with strategic partners to develop the strategy for all TD M&E critical operation spaces based on the business unit's growth and uptime requirements consistent with industry and regulatory requirements. Includes analysis of prospective real estate spaces to meet the needs of TD's businesses such as new office areas and colocation Data Centres for mechanical and electrical suitability.

  • Support TD's Enterprise Business Resiliency program ensuring real estate spaces are aligned to deliver the necessary resiliency requirements.

  • Evolve the portfolio-wide Capacity Management methodology for analyzing, tracking, and reporting on-site power and cooling limitations, component capacity limiting factors, capacity increase options (including costs and timelines) and feasibility studies.


Tactical deliverables:

  • Key Client interface at the senior manager level on portfolio-wide engineering programs, designs and standards, and risk and impact determination.

  • Oversight of Critical Environments Engineering performance for projects and strategic initiatives (e.g. Data Centre consolidations/growth).

  • 2nd-level technical support to Critical Environments Operations for operation, maintenance, and recovery procedures. Lead root cause identification of highly complex incidents and develop action plans to prevent incident recurrences.

  • Analyze Capacity Management of all critical building M&E infrastructure systems.

  • Provide Executive presentations relative to data centre capacity, resiliency, and maintainability plans.

  • Conduct feasibility and prioritization studies for critical M&E systems and submit recommendations to senior management.

  • Establish service levels and customer satisfaction criteria.

  • Ensure adherence to all applicable federal and provincial electrical, fire and building codes and environmental regulations.

  • Prepare Capital plans and forecasting for critical infrastructure projects.

  • Issue monthly project Executive dashboard and Risk Management reports

  • Support development of peer engineering Subject Matter Experts

Job Requirements

Education and memberships

  • University Bachelor Degree in Engineering

  • Professional membership in Order of Engineers


Experience

  • The position requires a strong technical background as evidenced by a degree in electrical or mechanical engineering or equivalent experience.

  • At least eight years related experience in large scale data centre planning, engineering and installations.

  • Strong knowledge and experience with critical electrical and mechanical building systems design, construction, and upgrades of data centres.

  • Experience in critical systems operation and maintenance

  • A proven record of directing Engineering Services Consultants and Contractors in production and processing environments that require high levels of service availability and risk management


The position has responsibility for ensuring the engineering of reliable, fault tolerant and concurrently maintainable critical facilities and systems. The incumbent is required to successfully address the strategic and tactical risk management requirements of the various business units.

Technical Skills

  • Strong knowledge of electrical and mechanical systems infrastructure

  • Strong knowledge of industry standards pertaining to critical systems planning, engineering design and installation.

  • Developed knowledge of the environmental requirements of computer hardware, data communications and business process equipment. Understanding of risks and impacts associated with non-stop production environments

  • Ability to prepare technical proposals for management review.

  • Ability to supervise peers and engineering consultants and to ensure that all contracted work is completed in strict accordance with established procedures.

  • Strong capacity for pro-actively identifying lurking vulnerabilities in existing and proposed engineering designs and identifying root cause of critical systems incidents and failures and selecting best path for resolution.

  • Ability to oversee project expenditures and engage in value engineering exercises to optimize cost versus risk.


General Management Skills

  • Leadership abilities: Ability to lead, negotiate with and influence Engineering Consultants and internal Engineering and project resources in the design and installation of critical facilities and systems in-line with multiple business units' requirements for reliable and continuous service.

  • Ability to articulate capital investment business case rationale for senior management review and approval.

  • Understanding Business Clients' complex and varied service availability requirements and translating them into effective and economical solutions

  • High level of operational risk management skills

  • Ability to grasp and operationalize strategic concepts.

  • Strong verbal and written communication skills

  • Ability to prioritize and schedule conflicting requirements.

  • High degree of personal accountability in the sustained improvement of critical facilities reliability and resilience

  • Ability to communicate effectively as a Bank's representative with Service Providers, contractors, consulting engineers, architects, governmental agency representatives, legal authorities having jurisdiction, etc.

Additional Job Requirements

  • 7x24 on-call for 2nd level support to Facilities Operations

  • Occasional after-hours availability to monitor engineering-related activities for projects occurring in non-stop production environments

  • Ideal candidate based in Toronto/ Greater Toronto or surrounding area within 1-1.5 hours driving distance.
