Duties
Reporting to the Senior Manager of Contracted Student Transportation Alternate Service and Programs located in the St. John's Regional Office, this position is accountable for the planning, organization, management and control of the majority of aspects of the student transportation operation in the Avalon Region of Transportation & Infrastructure, NLSchools Division.
This position is required to establish and maintain an effective student transportation system that provides safe and economical service to the Avalon Region (93 schools) in accordance with governmental regulations, policies and procedures. This includes the management of student transportation services which includes management of 4 Transportation Clerks as well as the management and enforcement of the contracted service for the region which is comprised of 45 contractors, 250 contracts, 538 routes, 730 bus runs, 600 fleet and drivers, over 6,000 bus stops and over 24,000 students transported - this encompasses over 50% of all student transportation service across the District. This includes developing and maintaining strong stakeholder relationships, particularly with School Administrators and contractors.
This position is also accountable for providing leadership, supervision, recruitment and management of assigned employees, managing ongoing operations of school bus GPS systems across the region, contract management of over 200 student transportation contracts, incident and complaint management for the Avalon region as well as the management of the student transportation safety program and driver training system. This position involves regular travel throughout the region relating to contractor site visits, school site visits and investigations.
Preferred Qualifications
The successful candidate must have strong communication, analytical, organizational, advisory and time-management skills. They must also have strong computer skills, be able to work independently, possess superior conflict resolution skills, be able to work under pressure to meet various deadlines, and have the ability to create and maintain effective working relationships with a variety of stakeholders. Candidates must demonstrate knowledge and experience in the operation and management of a transportation system. Knowledge of Google applications, routing systems, GPS technology, the Highway Traffic Act and/or Occupational Health and Safety best practices (COR Certification) would be considered an asset. These qualifications would normally be acquired through the completion of a Bachelor's Degree in Business Administration, project management, or equivalent supplemented by a minimum of five years of supervisory experience . A valid Driver's License and vehicle is required for this position.
