About Our Opportunity

Reporting to the Executive Director, Client Services, the District Director will play a pivotal role in shaping and delivering housing programs, ensuring safe, affordable accommodations for residents while maintaining the integrity of housing infrastructure. You will drive strategic planning, oversee operations, and lead transformative client service initiatives. With a focus on economical, efficient, and ethical management, you will champion tenant relations, workforce leadership, and property management within the Metropolitan District.

The position requires a full-time, on-site presence five days per week. Preference will be given to candidates residing within HRM.

Responsabilités

Leadership & Employee Engagement

  • Lead and manage a diverse team of professional, technical, and administrative staff to achieve the goals of the Nova Scotia Provincial Housing Agency.

Client Service Transformation

  • Ensure that employees and contractors carry out their job functions safely and in accordance with legislation and corporate policies and practices. Ensure that all financial responsibilities are managed and executed in a responsible, ethical and business-like manner. This includes ensuring operating programs against expenditures and revenues; leading the implementation of effective procedures for rent collections and handling cash; maintaining appropriate unit turnover times, and monitoring arrears, The incumbent is also accountable for creating business cases that support funding requests to sustain the portfolio through the preparation and timely supply of comprehensive operating and capital budget information.
  • Enhance tenant relations and involvement through initiatives that promote tenant inclusion in program/policy design, increased sense of responsibility for their role in the maintenance of housing properties, exceptional client service delivery practices, and maintenance of properties to a reasonable community standard.

Finance & Risk Management

  • Implement a risk assessment and risk management program through consultation with Risk Management, for all properties to a corporate standard which manages liability and life cycle costs and has in place, viable emergency response plans for situations such as evacuation procedures due to fires, floods, epidemics, etc.
  • Protect and improve on government's property investment through analyzing and determining priorities, and the disbursal of approved funds in conjunction with establishing effective preventive maintenance and modernization programs, as well as appropriate security services.
  • Provide input through negotiating, tendering, and evaluating all forms of contracts such as collective agreements; construction contracts; servicing contracts; materials procurement; social contracts with tenant groups. An important component is assuring good value for resources expended while working with the procurement team through an effective and competitive public tendering and contract award process in compliance with procurement policies and procedures.

Policy & Process Administration

  • Ensure fairness and equal access in the allocation of housing units by implementing corporate policy intended to an equitable and responsive selection process for new tenants. This responsibility includes the administration of a criteria-based and transparent process for intake and review of applications and advancing selection recommendations.
  • Complete Decision Reviews on all requests from clients, and participate in Appeals as required. Connect with external stakeholders as representatives of the Agency ie MLAs, community groups, etc.

Stakeholder Relations & Contract Management

  • Build and maintain strong relationships with key internal and external stakeholders, including elected officials, community organizations, contractors, and tenant groups.
  • Provide updates and recommendations to the Executive Director and Senior Leadership Team.
  • Collaborates with Communications when responding to media and public requests.

Decision Making & Strategic Planning

  • Develop and execute short- and long-term strategies to maximize the efficiency and longevity of housing stock, while delivering exceptional client service.
  • Make complex and sensitive decisions regarding staffing, financial resources, and service priorities, consulting with the Executive Director as needed for high-impact changes.

Performance & Impact

  • Ensure the district's housing operations meet high quality, safety, and affordability standards for low-income Nova Scotians.
  • Oversee the administration, maintenance, and repair of up to 4,500 rental units, directly impacting tenant satisfaction and community well-being.
Qualifications
  • Bachelor's degree in a related field plus several years of progressive management experience. Senior-level experience in property management and supervisory experience in a unionized environment preferred.
  • Experience overseeing the implementation of internal policies, procedures, and practices.
  • Strong financial acumen including budgeting, expense control, forecasting, and analysis.
  • Demonstrated ability to build constructive and collaborative relationships with clients; staff; contractors; community groups; and other external organizations and union groups, focusing on fostering cooperative and collaborative working relationships and working effectively as a team leader in a team environment.
  • Ability to effectively problem solve when faced with unique and complex situations that require a swift resolution while remaining cognizant of legislative requirements.
  • Ability to think strategically, analyze and resolve problems with broad implications, and adapt and work effectively when confronted with an ever-changing environment and variety of situations.
  • Ability to communicate clearly and effectively in presentations and report writing.
  • Skilled in negotiation and dispute resolution is essential.
  • Possess a valid Nova Scotia driver's license with access to a reliable vehicle for work purposes.

Assets

  • Eligibility for membership in the Real Estate Institute of Canada as a Certified Property Manager (CPM).
  • Business process improvement expertise and service delivery experience.
