Change Management Consultant

Halifax Regional Municipality is inviting applications for the permanent, full-time position of Change Management Consultant in the Project Management Office (PMO) with Information Technology.

Reporting to the Manager, IT Project Management Office, the Change Management Consultant is a change champion driven to drive faster adoption, greater utilization, high proficiency and sustainable change to support business result achievement. The Change Management Consultant will work closely with the PMO to manage a project change management program and to integrate change management with project delivery.

The Change Management Consultant's primary focus will be on developing, managing and leading a structured change management approach, strategies, plans, activities, and tools to ensure organizational readiness for change and to maximize employee engagement in support of changes. Ensures the approach delivered is tailored to fit the scope and complexity of the change project/initiative.

The Change Management Consultant will be the subject matter expert on change management, enabling Business Transformation projects to achieve the expected outcomes and increase the probability of realizing the benefits from significant capital investments. Accountable for the continued development and implementation of an organizational change management program, the Change Management Consultant will work with business and project leaders to ensure change is dealt with more effectively, support change, mitigate risks associated with change, and promote more effective return to productivity during times of transition. Also ensures that appropriate training, education, curriculum for Business Unit Managers to be Change Leaders when taking on a change initiative or project.

Leading efforts to achieve a future state where Change Management is institutionalized in HRM similar to the Project Management discipline. The Change Management Consultant will also provide change management, support, advice and assistance on corporate-wide efforts to effect cultural changes relative to developing management's change leadership capabilities.

QUALIFICATIONSEducation and Experience:

  • University degree (Undergraduate or Masters) with a focus in Public Administration, Business Administration, Organizational Behaviour or a related field. A major in Management an asset; an equivalent combination of education and experience will be considered.
  • Minimum of five years of progressively responsible general management and/or previous project management experience, specifically projects that have brought about significant change (process, technology, transformational, etc.) to an organization.
  • A Change Management professional certification is required.
  • Experience and knowledge of change management principles and methodologies.
  • Experience managing project resources based on priority, capability, and capacity to deliver change management and business objectives. This includes building team expertise and capacity and empowering staff.

Technical / Job Specific Knowledge and Abilities:

  • Able to work effectively with and influence all levels in the organization from executive and senior leadership teams to front-line staff.
  • Able to work in a complex matrix partnership, ambiguous and fast paced environment with situational sensitivity and self-awareness.
  • Familiarity with project management approaches, tools and project lifecycle phases.
  • Strong interpersonal skills and ability to work effectively in a team environment.
  • Able to influence others and move toward a common vision or goal.
  • A solid understanding of how people go through a change and the change process.
  • Experience and knowledge of change management principles and methodologies.
  • Exceptional verbal and written communications skills including developing and conducting interviews, focus groups, stakeholder engagements, and presentations.
  • Strong business acumen with solid analytical skills, conceptual thinking, problem solving and root cause identification skills.
  • Demonstrated project management skills including familiarity with project management approaches, tools and phases of the project lifecycle.
  • Able to adapt to rapidly changing environments including technology, processes, business models and user behaviors and apply them to change initiatives.
  • Strong knowledge of and understanding of change needs, with the ability to establish and maintain a high level of sponsor and project leadership trust and confidence.
  • Knowledge of risk management concepts.
  • Knowledge of organizational policies, procedures and key processes including business planning, operating/capital budget, procurement, contract management, etc.

WORK STATUS: Permanent, full time
HOURS OF WORK: Monday to Friday, 8:30am-4:30pm; 35 hours per week
SALARY: NU07 on the non-union pay scale; $82,080 - $106,220. Salary to be commensurate with education and experience.
WORK LOCATION: 14th Floor - Barrington Tower, Halifax, NS.
