Job Title: Development Officer

Location: Liverpool, Nova Scotia

Located in southwestern Nova Scotia, the Region of Queens Municipality is an amalgamation the former Town of Liverpool and the Municipality of the County of Queens with a growing population of 10,000 residents. Renowned for its vibrant outdoor activities, the ar0ea offers a wealth of recreational opportunities, from hiking and biking to canoeing, kayaking, and winter sports like cross-country skiing and snowshoeing. With communities such as Liverpool, Milton, and Caledonia, the region offers a blend of small-town charm and a deep connection to nature.

Meridia has partnered with the Region of Queens in their search for a Development Officer to join their growing team.

Role Description

The Development Officer will play an important role in guiding the region's growth and land-use by evaluating and processing development proposals to ensure compliance with regulatory requirements. You will be responsible for conducting thorough reviews of all applications and providing expert advice and recommendations to property owners, developers, contractors, and business operators. Beyond technical evaluations, the Development Officer offers clear guidance and support to Municipal Council and staff, assisting in shaping and managing future developments that align with the community's strategic goals.

Your responsibilities will include:

  • Serve as the designated Development Officer, as outlined in the Municipal Government Act (MGA), and interpret and administer the Municipal Planning Strategy (MPS), Land Use Bylaw (LUB), and Subdivision Bylaw.
  • Manage submissions to the Nova Scotia Land Registry System and support the Planning Technician in maintaining the Municipality's land management information system (LMIS) and records.
  • Attend planning-related meetings, document proceedings, and liaise with provincial and municipal departments on land use planning matters.
  • Assist the Director of Land Use in researching and preparing reports on planning-related issues and in drafting municipal planning documents.
  • Stay informed on legislative changes impacting municipal planning and prepare related reports and position papers.
  • Develop educational materials and provide information to residents and businesses about permitting processes and municipal land use regulations.

Your Qualifications

As the ideal candidate, you are experienced with land use planning and have exposure to a municipal planning environment. You are highly motivated and possess excellent communication and interpersonal skills, allowing you to effectively collaborate with diverse stakeholders. Proficiency in MapInfo and GPS Pathfinder Office software would be considered an asset.

Your qualifications include:

  • Undergraduate degree or college diploma in land use planning, urban planning, geography, or a related field.
  • 3+ years of experience in a planning environment, or a similar role.
  • Proficiency in land management software; experience with MapInfo and GPS Pathfinder Office software is an asset.
  • Familiarity with municipal planning strategies, land use bylaws, and subdivision regulations.
  • Strong verbal and written communication skills, with the ability to explain complex planning concepts to diverse audiences.
  • Highly motivated, self-directed, and able to manage multiple tasks and projects in a fast-paced environment.
  • Strong analytical and decision-making abilities, especially when evaluating development proposals and ensuring regulatory compliance.
  • Valid Drivers License and access to a vehicle.
