Position Overview:

Please Note: This position will remain open until filled.

The City of Saint John is actively seeking a Superintendent to join our Saint John Water team.

The incumbent will support the effective, efficient, and safe operation of Municipal Operations by following legislated requirements and industry best practices. Matters of public safety, public service and public responsiveness are of foremost consideration in all operational work. An essential part of this responsibility is providing leadership, guidance, and support of permanent and seasonal employees.

Key Responsibilities:

Drinking Water Service - Provide safe, high quality drinking water to the public through reliable and cost-effective operation and maintenance of water treatment facilities, water distribution system, pumping facilities, and storage reservoirs, watershed stewardship and system water quality testing.

Wastewater Service - Safeguard the environment and provide safe, high quality wastewater treatment services to the public through the reliable and cost-effective operation and maintenance of wastewater collection piping system, wastewater pumping and treatment facilities.

Urban Stormwater Service - Safeguard the environment and prevent flooding through the provision of safe, high quality urban stormwater services to the public through the reliable and cost-effective operation and maintenance of the stormwater piping system and associated structures.

Assist in protecting the health and well-being of the public in accordance with relevant legislation, Approvals to Operate, by-laws, standards, policies, and guidelines. This includes meeting all legislated requirements relating to water treatment, water distribution, wastewater collection and treatment.

Leading the delivery of a comprehensive preventative maintenance programs based on industry-standard best practices related to the delivery of various water and wastewater services.

The following are some examples of maintenance programs the Superintendent may have direct oversight of or have the need to provide support to:

•Water distribution system unidirectional flushing program

•Water system valve exercising program

•Storm and sanitary sewer video programs

•Fire hydrant Maintenance program

•Pressure Reducing Valve (PRV) Cleaning and Maintenance

•Combined Sewer Overflow (CSO) Chambers Maintenance

•Low grade Sewer flushing program

•By-Law enforcement: Wastewater Collection, Cross Connection Control and Back
Flow Prevention

•Reporting of by-pass events to regulators and investigating preventive solutions

•Reporting of matters relating to Approvals to Operate or Legislated requirements
as required to the regulatory authorities

•Implementation of the Asset Management Information System

The Superintendent will support and develop City of Saint John employees through effective front-line leadership by:

•Maintaining and enhancing general and specific knowledge related to the responsibilities,
issues, problems, and opportunities involved in the delivery of essential water and sewer
services.

•Modeling organizational values.

•Setting and communicating clear performance expectations.

•Providing and promoting a safe, quality, motivating work environment.

•Managing and coordinating the outside workforce employee training (scheduling
and monitoring).

•Driving efficiencies in the operation associated with performance management.

•Track the certifications of all outside workforce members, support and provide
guidance for Staff to obtain the highest certifications.

•Resolving issues sensitively, confidentially, and effectively in accordance with
organizational industrial relations practices.

•Manage equipment/fleet usage through AVL (audits and compliance).

•Manage the performance review process and carry out reviews for the outside
workforce.

•Manage outside workforce in accordance with the Attendance Management
Policy.

•Coordinate the vacation schedules and shift picks under the direction of the
Operations Manager.

•Track the overtime response of the outside workforce and provide feedback to
staff.

•Monitoring work zones for adherence to all safety requirements.

•Lead the execution of the 5*22 Safety Program and reporting of Department
achievements.

•Act as a Management representative on the Joint Health and Safety Program as
required.

•Participate in accident investigations as required.

•Development of Standard Operating Procedures for approval by the Operations
Manager and Director.

•Coordinate and educate the outside workforce on watermain shut-downs and
re- energizing of watermains.

The Superintendent will promote the financial accountability of the service area by:

•Supervising services, projects and work orders, with accountability for results and
budget management and efficient use of resources.

•Review and approve the weekly hours of work for the outside workforce.

•Review and approve the Mastercard purchase of the outside workforce.

•Measuring performance, analyzing activities and reporting on results.

•Contributing to the operation budget creation; reviewing and authorizing
expenditures; monitoring, analyzing, and reporting on monthly budget
summaries and taking necessary action.

•Approving the purchase of goods and services in accordance with corporate
procedures and standards.

Support capital project initiatives and Customer Service Representative in the field for Saint John Water by:

•Coordinating the infrastructure condition assessment and records updates of
Saint John Water assets in the field to support the Asset Management Program.

•Identify and recommend replacement projects for water and wastewater capital
budgets.

•Prepare and review field operations to support capital projects.

•Investigating drainage problems and sewer backups on City and private property
to determine the cause and responsibility and actions needed to address the
issue(s).

Further the interests of the City of Saint John by developing and maintaining strong partnerships with the New Brunswick Department of Environment and Local Government and the New Brunswick Department of Health.

Enhance the ability of the Saint John Water to fulfill its mandate by acting as a valued member of the management team by supporting the Operations Managers of Saint John Water by providing insight, guidance and acting on the Operations Managers behalf on matters as appropriate.

Essential Qualifications:

Essential Competencies:

Sound knowledge of the principles, practices and methods involved in providing superior water and sanitary services.

Ability to responsibly lead and motivate an effective workforce, in producing quality work, meeting service standards, maintaining critical infrastructure, administering, and enforcing aspects of the Water & Sewerage By-Law, and delivering responsive municipal water and sanitary services.

Ability to lead field staff in emergency situations which involves critical operating decisions.

Ability to establish and maintain cooperative working relationships with the general public, employees, and their union representatives as well as other city departments, other government agencies and representatives of business and industry in the area.
A good understanding of Occupational Health & Safety, relevant legislation, and the joint employer-employee committee process with the ability and motivation to develop and implement programs and practices to promote a safe and healthy work environment, reduce the occurrence of injuries through safe work practices, and minimize the costs associated with time lost.

The capacity to work through conflicting priorities, complex matters, anticipated and unanticipated change, tight schedules and other adverse conditions while remaining positive and constructive.

Ability to regularly review and update standard operating procedures (SOPs) and to develop SOPs where they do not currently exist.

Available to provide afterhours direction of emergency and other unplanned services as a member of the 24/7 Saint John Water Duty Manager Rotation.

Education:

A Bachelor's Degree in Civil Engineering from a recognized institution is preferred. However, a Bachelors Degree in Engineering specializing in other disciplines may also be considered.

Certifications and Professional Designations:

•Water and/or Wastewater Operator Certifications is considered an asset.
(The successful candidate will be required to obtain these certifications within 2
years of employment).

•Professional designation as a Professional Engineer (P. Eng.) is considered an
asset.

Experience:

•Previous experience working in heavily regulated environment such as water, wastewater,
public safety, environment, or oil and gas.

•A minimum of 2 (two) years progressive experience in an environment similar to
Saint John Water is required.

•Experience working in a supervisor capacity governed by collective agreements is
considered an asset.
