The Senior Financial Advisor provides expert advice on P3 financing arrangements and contract management matters. In addition, they provide strategic financial advice to project team members and expert knowledge to create "new and improved" solutions to changing needs.

Responsabilités
  • Manages the delivery and takes personal responsibility for contract administration of the agency's P3 healthcare project program.
  • Ensure appropriate contractual requirements are prescribed and adhered to such that projects are successful and expected value to the province is realized.
  • Initiates, formulates, and implements new business practices within the P3 project and contract management discipline. Acts as a change management sponsor for projects by leading and presenting project status updates, developing change management strategies and stakeholder communication/engagement planning as well as being the spokesperson and change champion.
  • Develops innovative solutions by integrating and analyzing complex and diverse information sources.
  • Builds complex frameworks to assess the scope and context of short- and long-term business needs.
  • Develops and maintains formal partnerships and collaborative relationships with colleagues and key stakeholders internal to agency and across the broader public and private sectors.
  • Provides input into the development of compliance policies, develops underlying procedures and monitors their implementation for project and contract management of P3 projects within the agency.
  • Develops and/or delivers elements of a strategic planning system with guidance from senior colleagues.
  • Participates in developing policies for area of responsibility, creating underlying procedures and monitoring their implementation within the agency.
  • Delivers expert research, analysis, consultation and advice on project issues. Makes a significant contribution to business performance, both short and long term, by recommending authoritative technical and/or professional solutions.
Qualifications
  • Professional designation including CFA or CPA designation or internationally accredited accountants must be able to demonstrate that they are eligible to proceed directly to membership with the provincial CPA of CFA body for the region in which they live (e.g., fully exempt from CPA PEP)
  • Project Management Professional (PMP) accreditation
  • Minimum 5 years of experience in finance and operations management. Minimum 3 years in P3 arrangements.
  • Strong knowledge of financial management, accounting principles, and financial analysis.
  • P3 experience an asset.
  • Proven contract management.
  • Strong time management and organizational skills.
  • Excellent communication skills, both written and verbal.
  • Proven experience in change management.
  • High level of integrity and adherence to ethical standards.
  • Highly proficient in the use of MS Office Suite (i.e. Excel and Word)
  • Experience in providing interpretation of Provincial policies, procedures and directives, setting and monitoring financial service process standards.

Build Nova Scotia Healthcare Infrastructure Division is committed to delivering an extensive, multi-site, multi-year infrastructure Redevelopment Plan designed to ensure the health care needs of Nova Scotians are met for the next 50 years.

The redevelopment plan includes major expansions and additions to hospitals and health services in communities across the Province, including throughout the Halifax and Cape Breton Regional Municipalities. Successful project delivery will allow services to be moved out of the aging facilities such as the Centennial, Victoria and Dickson buildings on the Victoria General (VG) site of the QEII.

Master planning for the redevelopment program is focused on modernizing the health care system to ensure the needs of Nova Scotians remain at the heart of our delivery of best-in-class services. Together, the redevelopment projects will help support the health care of all Nova Scotians today, and for future generations.
