The Global Recognition, Retirement, Benefits & Well-being (RRBW) Centre of Excellence (COE) is responsible for the development of strategy, plan design, policies, oversight and governance for all the retirement, savings and benefit plans for TD Bank Group globally

Job Description

The Senior Manager, Defined Contribution Pension and Savings Plans will play a key role on the RRBW team, reporting to the Associate Vice President, Canadian Retirement and Savings Plans. The incumbent will be accountable for leading a team tasked with the management, oversight and continued development of TD's Defined Contribution pension plans and savings plans. This includes leading the development of DC pension and savings plan strategy, plan design and policies as well as ensuring that the plans are compliant and managed in accordance with TD's risk management policies.
The Senior Manager will be responsible for determining when changes are required, developing recommendations, planning and leading approved changes, project and financial management and oversight for all DC pension and savings plans. This role will work closely with senior management, external consultants, service providers and internal partners to ensure that the strategy, design, financial management, communications, employee experience, oversight and governance of each plan meets TD's business objectives. The incumbent will have people management accountability, with three direct reports.
Accountabilities
Act as the 'centre of expertise' for defined contribution pension plan and savings plans; support the business in the assessment of needs, the development of solutions and provide counsel and advice.

  • Ensure that governance processes for TD's DC retirement plans and savings plans comply with TD's Retirement Governance Policy.

  • Develop and recommend plan design changes, policies and practices that are aligned with HR priorities and the Bank's overall strategy, and secure appropriate approvals, ensuring compliance with legislative requirements and appropriate competitive positioning.

  • Work with a variety of executives to get feedback and gain consensus on plan design and policy recommendations.

  • Plan and define projects and work closely and effectively with HR and other stakeholders to successfully implement program and policy changes.

  • Improve employee understanding of programs by developing appropriate communication strategies and materials.

  • Enhance the employee experience by managing the engagement of internal and external subject matter experts and service partners to ensure a high level of colleague experience is delivered and maintained.

  • Define, assess and mitigate risk through oversight of all aspects of the plans, including:

  • Oversight of all plan functions performed by internal and external partners;

  • Financial management of all plans, including reviews of financial statements, negotiation of renewals and competitive fee structures;

  • Define and maintain robust processes and controls to manage risk;

  • Ensure all internal Vendor Management and Strategic Sourcing processes are adhered to

  • Deliver effective management reporting and documentation that meets governance best practices and highlights trends;

  • Ensure that all plans meet regulatory and internal controls requirements.

  • Manage and advise on all savings plan aspects of mergers and acquisition activity.

  • Deal with escalated employee complaints and resolve issues.

  • Identify and escalate issues that have broad corporate implications or risk.

  • Maintain a high-level knowledge of industry practices, trends and issues.

  • People management accountability for three team members - responsible for guidance, performance assessment, coaching and development.

Job Requirements

  • Minimum 3-5 years' experience with the management and oversight of large Canadian defined contribution pension plans.

  • Experience managing a portfolio, working on policy development in a decision-making capacity.

  • Demonstrated ability in project management and a proven successful change agent.

  • Excellent communication skills, with experience in writing policy recommendations and employee communication materials.

  • Strong relationship management and interpersonal skills.

  • Strong financial and analytical skills, combined with the ability to anticipate issues and perceptions, and propose solutions.

  • Strong and in-depth knowledge of defined contribution pension and savings plans, industry trends and issues, regulatory environment and best practices.

  • Ability to manage multiple projects, focus on results and get things done.

  • A team player with the ability to work effectively as part of a team of professionals.

Additional Information

Education: Post-secondary education, with a focus on business. Completion of recognized industry specialist courses is an asset.
