The Regulatory Delivery and Enterprise Data Management Office (EDMO) team establishes the data management standards and capabilities for all of TD, designs and implements data management tooling capabilities, monitors and reports on the adoption and consistent implementation of data management across TD Business Segments and Corporate Functions to ensure compliance to evolving regulations.

Job Description :

We are looking for a senior technical business lead that works on complex business information management initiatives for data privacy and security that have enterprise-wide scope. As one of TD's top experts in data de-identification you will provide leadership and expertise within this specialized field, guide and influence business data & analytics functions, oversee the end-to-end suite of shared capabilities that enable control objectives, and provide input into the future direction of design and development across complex systems and businesses for technology-enabled initiatives with regulatory impact.

KEY ACCOUNTABILITIES

CUSTOMER

  • Analyze and understand business and data requirements to develop complete business solutions, including data models (entity relationship diagrams, dimensional data models) and business rules, governance, lineage, metadata, and reporting elements.
  • Apply automation and innovation on data platforms and on-going on any new development projects / initiatives aligned to business or organizational strategies
  • Design and implement complex business data information management frameworks to provide solutions that meet data privacy and security requirements
  • Collaborate with technology and business partners to resolve issues and ensure requirements and established SLAs
  • Work closely with various technology/project teams to understand business data and provide analysis and requirements to ensure the data design / development initiatives are in line with the planned design and standards

SHAREHOLDER

  • Work with other various partners / stakeholders to ensure project success
  • Develop business requirements by researching / analyzing and documenting business data requirements
  • Provide expert guidance within projects and other various change initiatives to support data impact assessments and data risk mitigation
  • Implement processes aligned to data information management standards and ensure data quality (e.g., rules / thresholds / assessments, etc.) and requirements are developed
  • Develop and maintain knowledge of data available from upstream sources and data within various platforms
  • Identify critical data / critical data elements to support Business Segment data governance and data management frameworks
  • Understand and utilize business information management data deliverables
  • Perform data profiling using TD tooling and ad hoc system query languages to validate data analysis
  • Provide support throughout data lifecycle to resolve data issues and support user community by helping users interpret the data
  • Lead the investigation of root causes for data issues and ensure data issues are resolved
  • Identify and/or define knowledge transfer and data expertise activities to support business teams using the information management solutions.
  • Adhere to enterprise frameworks or methodologies that relate to data activities for business area
  • Ensure business operations follow applicable internal and external requirements (e.g. financial controls, segregation of duties, transaction approvals, and control of assets)
  • Participate in cross-functional / enterprise / initiatives as a subject matter expert helping to identify risk / provide guidance for complex situations
  • Conduct meaningful analysis at the functional or enterprise level using results to draw conclusions, make recommendations, assess the effectiveness of programs/ policies/ practices
  • Keep abreast of emerging issues, trends, and evolving regulatory requirements and assess potential impacts
  • Maintain a culture of risk management and control, supported by effective processes in alignment with risk appetite

BREADTH & DEPTH

  • Highly seasoned professional role requiring substantial knowledge / expertise in a complex field and knowledge of broader related areas
  • Requires master level conceptual expertise and knowledge in data privacy through de-identification and knowledge of broader related areas
  • Primary subject matter expert in multiple areas and consults with clients/or project teams with respect to all aspects of business information management processes and procedures
  • Expert level analytical and problem-solving skills and fluent in at least one programming language
  • Works autonomously as a senior/lead on a diverse range of tasks and is relied upon to coach/ educate others
  • Manages and directs activities related to analysis, design and support of business information management solutions
  • In-depth expertise or experience with big data solutions and familiarity with big data technologies
  • Keep abreast of rapid business and technology innovation within business information management field
  • Familiar with visualization tools

Job Requirements :

What can you bring to TD? Share your credentials, but your relevant experience and knowledge can be just as likely to get our attention. It helps if you have:

  • Undergraduate Degree in Business/Commerce, Legal Studies, or a Technical Discipline (e.g. Engineering, Data Science, Computer Science)
  • Certification as either Certified Information Privacy Professional (CIPP), Certified Information Privacy Manager (CIPM), Certified Information Privacy Technologist (CIPT), or Certified Data Privacy Solutions Engineer (CDPSE) preferred
  • 8+ years relevant experience with large program/project delivery with enterprise impact
  • 4+ years relevant experience embedding privacy into the engineering and operation of systems, networked infrastructure, and business practices through practical application of Privacy by Design / Privacy by Default
  • Highly seasoned in privacy regulations/legislation and their application to businesses and data, including General Data Protection Regulation (GDPR), California Consumer Privacy Act (CCPA), Personal Information Protection and Electronic Documents Act (PIPEDA), Quebec Law 25, etc.
  • Strong skill in managing partners and stakeholders to ensure solutions meet strategic direction, business and technical requirements, budget, scalability and architectural goals with risks and impacts considered
  • Knowledge and experience of the financial services industry, banking and insurance products, corporate finance, risk management, statutory reporting practices, and regulatory compliance practices and the data that supports it
  • Knowledge and experience of data discovery, data classification, de-identification, and anonymization tools and techniques including understanding of in-house and third-party architectures
  • Knowledge of Microsoft Azure and Databricks platforms and their data governance, security, access control, privacy, and compliance capabilities
  • Knowledge of Tableau, Power BI, or other data visualization and analytics tools
  • Ability to quickly gain understanding of the TD Data Risk, Privacy, Compliance, and Legal control functions and TD as a whole with expertise and specialized knowledge of data concepts and related technology and tools
