The largest healthcare infrastructure initiative of its kind in Atlantic Canada, Nova Scotia's Healthcare redevelopment project presents a once-in-a-lifetime opportunity to rethink and rebuild the way health care is delivered to achieve excellence in health, learning and research and provide exceptional care for individuals, families and communities across the province.

Build Nova Scotia's Health Infrastructure Division is recruiting a dynamic executive project leader to oversee the successful implementation and delivery of this extraordinary project.

Reporting to the CEO of Build Nova Scotia and working closely with the Project Leadership Team, the Vice President, Healthcare Infrastructure has responsibility for project execution in accordance with approved scope, budget, schedule and quality deliverables and provides leadership oversight for QEII New Generation and Cape Breton Healthcare Redevelopment Projects, comprising of both traditional, Design and Build model and Design Build Finance Maintain (DBFM) delivery models. A respected people leader and collaborator, they guide and support large project teams and stakeholders through all project phases spanning planning, procurement, selection of and negotiation with preferred proponents, construction, commissioning and transition to operational phase.

A skilled communicator and relationship builder, the Vice President has a natural ability to engage internal and external stakeholders and to actively listen to understand different views and perspectives and build consensus. They thrive in complex multi-stakeholder environments and leverage strong working relationships to ensure effective communication and alignment with Departmental and Nova Scotia Health Authority representatives, Project Companies, External Advisors, Consultants and counterparts in the architecture and construction industry.

Responsabilités

Key responsibilities include:

· Manage, lead, support, all initiatives of the Corporation

· Support the integration, corporate structure development and the transformation of the Corporation

· Provide stewardship of all resources and processes (HR, financial, administrative) provided by the Corporation

· Accountable for the performance, in all respects, of the Healthcare Infrastructure Division

· Leading the Healthcare Infrastructure Division through planning, procurement and implementation project phases of the project portfolio

· Shall be part of the Project Management Team "PMT" that includes the Department of Health and Wellness ("DHW"), Nova Scotia Health ("NSH"), and will have overall responsibility for execution of all portfolio projects in accordance to the approved project scope, budget, schedule and quality.

· The VP Healthcare Infrastructure will support the development of clinical planning activities.

· The VP Healthcare Infrastructure will be responsible for building and maintaining a constructive relationship with program partners at Nova Scotia Health and the Department of Health and Wellness as the co sponsors in the delivery of the healthcare redevelopment projects

· Act as the designated representative for project delivery, prime contact for all external partners, including DHW, NSH, Project Co., PDC team and other project consultants.

· Provide direction to the project team, PDC team and other consultants for the development of Project Specific Output Specifications for DBFM components.

· Oversee the development and maintenance of the Master Project Schedule and phasing plans.

· Provide regular ongoing reporting to the Executive Committees on portfolio statuses, cost, schedule, construction progress, procurement and risk.

· Direct the development and implementation of strategies to effectively manage contracts and negotiate changes/variations to contractual agreements

· Lead the division to obtain key approvals on project portfolio components:

o Issuance of the RFQ

o Issuance of the RFP

o Selection of Preferred Proponent/Vendor

o Entering into a Contract Agreement

· Identify and facilitate resolution of project issues, facilitate with project portfolio sponsors as required.

· Ensure existence of compliance mechanisms to govern to project vision, scope, budget and schedule.

· Chair/attend as required all sponsor project related meetings with Senior Management, DHW, NSHA, Project Co and relevant community groups.

· Coordinate and represent these Projects for the purpose of any approvals, permits, licenses and other regulatory approvals.

Qualifications

The successful candidate has at least seven-ten years of leadership experience delivering on large complex infrastructure projects requiring significant planning, coordination and execution of concurrent activities between multiple stakeholders, meeting deadlines and managing change. Prior experience working in a government/public environment and the ability to effectively navigate complex political networks is preferred. Experience in health care and DBFM procurements/construction projects is considered an asset. On site construction related experience is required as is demonstrated experience with the preparation of project specific output specifications. A trusted people leader, the successful candidate has experience developing and leading high performing teams, and can effectively direct the work of project teams, consultants and stakeholders in a fast paced, results and schedule driven environment. Combined with the experience already noted, the Vice President has at least one relevant degree (Healthcare, Engineering, Architecture, Planning or Project Management, MBA/MPA, etc.). A PMP designation is an asset.
