Job Summary
Reporting to the Sr. Director - Provincial Capital Planning, Infrastructure and Engineering, the Project Director of Major Project EU/ER primary function will be to act as NLHS single point contact with the selected Contractors, Consultants, Equipment Vendors, Department of Health and Community Services and the Department of Transportation and Infrastructure for the construction of Major Projects within Eastern Urban and Eastern Rural Zones. This person will be the liaison between NLHS's various clinical stakeholders and the vendors design and construction team to ensure that organizations mandate is fulfilled with the construction of new facilities.

The incumbent oversees all aspects of the project including programming and planning, design, risk mitigation, procurement, contract administration and operational readiness for the delivery of a full spectrum of NLHS services within constructed facilities. The responsibility of the department is to ensure that all construction activities proceed with minimal impact on patients and staff through effective health and safety measures.

Responsibilities will include:
" Liaise/meet with various government departments to provide any required input into the project or provide answers to clinical/operational questions.
" Participate in regular construction meetings to ensure that the construction is moving forward as per established timelines and requirements.
" Through consultation with various clinical departments and other stakeholders, provide review and sign-off of project plans at various stages.
" Meet with various divisional managers and staff to ensure operational staff understand the operational impact of final product being delivered.
" Provide technical feedback/support to various stakeholders when reviewing contract documents.
" Meet with various departments to review standards, identify and resolve issues arising through out the design and construction of the project.
" Act as NLHS's representative during the commissioning and turnover phase of the project.

Job Qualifications
Education
A bachelor's degree in a business, engineering, or related discipline is required.
A master's degree is preferred.
Professional designation in engineering or architecture is required.

Experience
Minimum of five years of progressive management experience in the project management and/or engineering field is required.
Extensive experience coordinating multiple complex projects and multiple and varied strategic initiatives, including experience in dealing with all levels of administration, medical staff, and different levels of government is required.
Experience as a senior administrator, strategist, and policy developer is preferred.

Strong knowledge and expertise in the public tendering act, facility design and operations, biomedical equipment management practices, technical advancements, and NLHS policies and procedures.
Significant knowledge of healthcare systems and operations.
Demonstrated knowledge and expertise in process improvement, change management, project management and continuous quality improvement concepts.
Proven senior management and leadership abilities, and excellent communication, interpersonal and teambuilding skills.
Demonstrated highly developed negotiation, time management, problem-solving, Human Resource Management and decision-making skills.
Demonstrated ability to function in a high pressure, diverse and changing environment.
Demonstrated strong critical thinking skills and innovation in problem solving and decision making.
Demonstrated ability to drive consensus, resolve conflicts, and facilitate solutions in a multi-disciplinary environment.
Demonstrated ability to work with high degree of independence and initiative, effectively manage time, and prioritize work requirements.
Demonstrated ability to develop collaborative relationships and interface effectively with a variety of internal and external stakeholders.

Travel throughout the Zones is required.
A satisfactory record of work performance and attendance is required.
