Title : Manager, Readiness and Resilience

Employee Working Location : In-person (Montreal, QC)

Employment Status : Temporary Full-time (until March 31, 2025)

Salary Band : $ 72,000 - $ 78,000 / year

In this role, you will :

Responsibility 1: Team management

  • Oversee the development of work and career development plans for staff under your supervision.
  • Oversee assigned activities, budgets and implementation of initiatives in the province.
  • Support the implementation of People Services policies and best practices by encouraging professional development, celebrating successes and fostering a culture of teamwork, collaboration, and innovation across all levels and departments within the organization.
  • Represent the CRC Quebec Division at Emergency Management meetings with partners and organizations, and on internal or national committees.
  • Help develop annual objectives for the department and ensure those related to your operational area are achieved.
  • Ensure service quality and compliance with established standards and procedures across the CRC and in Quebec.

Responsibility 2: Emergency Preparedness and Resilience programs

  • Develop and implement an annual dissemination plan for preparedness and resilience building activities.
  • Ensure quality control, evaluation and continuous improvement of preparedness and resilience activities.
  • Produce various expert, analytical, statistical, accountability and project close-out reports.
  • Develop and execute a strategy to increase the CRC's volunteer workforce for preparedness and resilience activities.
  • Develop a network of collaborating organizations (community organizations, municipalities, housing authorities, etc.) in the preparedness and resilience building sectors and support their activities.
  • Plan, facilitate and/or participate in working committees, workshops and meetings with internal or external partners and the public.
  • Maintain relationships with government, municipal, philanthropic, community, and other partners.

Responsibility 3: Emergency Response

  • Supervise or lead an operational area during emergency operations, as required.
  • Collaborate with the Emergency Management team to develop and implement emergency preparedness plans.
  • Ensure flexible dual track processes are in place to enable and support operations in both emergencies and routine times.
  • Ensure that quality is maintained and standards are met.
  • Participate in major or large-scale disaster responses in Canada, as required.
  • Be on-call when required.
  • Help implement recovery programs.

What we are looking for :

  • A university degree or any combination of training and experience that may be considered relevant.
  • At least three (3) years of relevant and recognized experience in project or program management.
  • Three (3) to five (5) years of experience managing a team (in a unionized environment is an asset).
  • Experience facilitating committees and working in a volunteer-based organization.
  • Applied knowledge in emergency preparedness, more specifically in community prevention, preparedness and recovery.
  • Professional experience in emergency preparedness is considered an asset.
  • Expertise in developing, drafting and implementing programs.
  • Practical knowledge of management principles for projects and project teams.
  • Experience working with indigenous communities an asset.
  • Experience collaborating with partners from a variety of backgrounds.
  • Excellent verbal and written communication skills in French and English.
  • A valid driver's license and a satisfactory driving record.
  • Extensive knowledge of and practical experience with software such as Microsoft applications (Word, Excel, PowerPoint).
  • An ability to interpret and communicate complex information to various groups.

Working conditions :

  • This hybrid position is based in Montréal.
  • In-office attendance may be required, based on job requirements.
  • Non-traditional working hours will be required when on-call, during emergency response and/or on deployments.
  • The majority of the work will be performed in an office environment.
  • Travel within the province and across Canada may be required.
