Halifax Regional Municipality is inviting applications for the permanent, full time position of Manager, Architecture in Information Technology.

The Manager, Architecture owns HRM's Enterprise Architecture (EA) vision and is responsible for applying the EA to all technology-enabled business initiatives across all Business Units (BUs). As a senior member of the Planning and Delivery team, the Manager, Architecture must possess exceptional hands-on architecture and leadership experience, and be adept at multitasking, to simultaneously champion the EA with the BUs' senior stakeholders while working on implementation projects. The Manager, Architecture must have deep and broad experience, to provide leadership across the full architecture stack, including Business, Application, Data, Technical and Security.

A top priority for the Manager, Architecture is to complete a reference architecture in consultation with BU and IT stakeholders to provide guidance to in-flight and near-term projects. The Manager, Architecture must balance the constraints and guidance of the reference architecture with the needs of individual projects, to ensure business objectives are achieved while maintaining the EA vision.

Enterprise Architecture is a highly specialized field, and the Manager, Architecture is a subject matter expert in that field. The Manager, Architecture is a collaborator, working with all HRM management to define and implement the EA for the organization; the Manager, Architecture is a leader and corporate thinker, providing strategic directions and options to address the organization's business needs by intelligently applying information and communications technologies; the Manager, Architecture is driven to support the business and its ideals and strategies; and lastly, the Manager, Architecture is effective at driving short-term actions that are consistent with long term goals.

QUALIFICATIONS

Education & Experience

  • Post-secondary degree in computer science, computer engineering, electrical engineering, systems analysis or a related field of study.
  • Master's degree in computer science, MBA or other advanced degree in a related discipline, considered an asset.
  • Completion of one or more Enterprise Architecture Certifications(s) from a recognized institution, considered an asset.
  • Minimum 8 years of experience in at least two IT Architecture disciplines (such as technical architecture, application architecture, data architecture, security architecture) in a multi-stakeholder enterprise environment.
  • Minimum 8 years of project delivery experience applying formal methodologies to successfully achieve business outcomes.
  • Minimum 5 years of leadership experience, working with senior management and staff.
  • Minimum 5 years of experience in business analysis or business strategic planning.
  • ITIL Foundation certification considered an asset

Technical/Job Specific Knowledge and Abilities

  • Expert knowledge of solution architectures in support of a holistic enterprise architecture, including research, assessment and development of basic solution profiles.
  • Extensive knowledge of information technologies, including system design, application system integration, project requirements definitions, networks management, security, database administration, data warehousing, internet application technologies, etc.
  • Comprehensive working knowledge of an industry recognized architecture framework such as TOGAF.
  • Knowledge of business re-engineering principles and processes.
  • Exposure to multiple, diverse technologies and processing environments.
  • Knowledge of financial models and budgeting.
  • Knowledge of service oriented architectures, grid and cloud computing.
  • Knowledge of virtualization technologies and trends.
  • Sound knowledge of basic graphical modeling approaches, tools and model repositories.
  • Ability to balance the long-term ("big picture") and short-term implications of individual decisions.
  • Ability to translate business needs into EA requirements.
  • Ability to estimate the financial impact of EA alternatives.
  • Ability to apply multiple solutions to business problems.
  • Ability to rapidly comprehend the functions and capabilities of new technologies.
  • Ability to remain unbiased toward any specific technology or vendor.
  • Strong knowledge of information management policies, practices, standards.
  • Familiar with applicable privacy and access legislation, policies and procedures and other information management policies and procedures.
  • Ability to quickly gain and apply knowledge of all applicable municipal legislation and HRM corporate/ departmental policies and procedures, including health and safety policies and procedures.
  • Proven leadership skills.
  • Demonstrated communication (technical and non-technical) and team building skills.
  • Strong negotiation and problem-solving skills.

WORK STATUS: Permanent, full time
HOURS OF WORK: Monday to Friday, 35 hours per week (core hours 8:00 a.m. - 5:00 p.m.) with flexibility required.
SALARY: NU09 on the non-union salary scale; $107,970 - $133,260. Salary to be commensurate with experience.
WORK LOCATION: 13th Floor Barrington Tower, Halifax.
