Strategic Planner- Sourcing and Contracts, Temporary Full-Time (Approximately 24 Months) Provincial Health Supply Chain, Facility and Location to Be Determined, can work anywhere within Newfoundland and Labrador

Definition of work:
Reporting to the Provincial Manger of Sourcing and Contracts, this position will support the vision and mandate of the Provincial Health Supply Chain and is responsible for strategic sourcing, contract implementation & administration, market analysis, data management, usage monitoring and also day-to-day management of supply contracts. Management of supply contracts to meet the customers' and organizations' requirements for: quality, safety, reliability, operational efficiency and overall value. The customers include the five zones of NLHS (Newfoundland & Labrador Health Services, as well as NLHS' Digital Health Department.

The Strategic Sourcing Planner will collaborate with these four zones within NLHS to balance the combined needs of each entity.

In that capacity, this position will:
* Provide support to properly manage supply arrangements and establish spend tracking, planning and scheduling projects and benefits measurement.
* Analyze the market and supplier environment to apply best practices in sourcing opportunities.
* Accountable for the development and recommendation of sourcing strategies.
* Perform Open Call and contract administration including evaluating open calls and providing fair and equitable communications with bidders to explain/clarify open call specifications and awards.
* Work with project teams to identify efficiencies that could impact Supply Chain's services to its customers, and commodities being sourced.
* Track and report on key performance measures, analyze results and report and act upon findings; Identify new opportunities for cost savings, risk mitigation and increased service levels.
* Liaise with internal stakeholders to develop specifications based on commodity, delivery and service expectations to aid in procurement planning.
* Ensures compliance with policies, procedures, regulatory and legislative requirements.
* Measures performance using KPIs and implements continuous process improvement initiatives using techniques such as Lean, Six Sigma, Total Quality Management, Value Mapping, etc.
* effectively locate and source key material and service suppliers, while analyzing value-based procurement;
* Complete special projects as required.
* Travel throughout the province as required

The successful candidate will be committed to safety and partner with all team members to improve worker and patient safety by integrating safety into work practices, identifying risks, and implementing improvements.

Required qualifications:
* Diploma or Undergraduate Degree in Business, Supply Chain or related field.
* Strong business acumen to support fiscal stewardship
* 3-5 years' experience in a complex sourcing, contracts, and supply chain environment; strategic leadership, financial management, analytics, managing projects, decision making, managing changes, and relationship management.
* Specific supply chain experience in: business and supply chain strategy; demand management; material requirements planning; forecasting; order management; scheduling; execution; enabling technologies; supplier relationship management, and risk management.
* Exhibit leadership skills in each of the Leads domains: leads self, engage others, achieve results, develop coalitions, and systems transformation.
* The ability to resolve conflicts and facilitate solutions in a multi-disciplinary environment.
* Consistent demonstration of the core values of NL Health Services: Innovation, Compassion, Accountability, Respect, and Excellence (I CARE)
* Demonstrated integrity, creativity, continuous learning, effective communications, interpersonal skills, integrative systems thinking, and awareness of the needs of others.
* Class 05 driver's license and the ability to travel.
* A satisfactory record of work performance and attendance is required for this position.
* A satisfactory certificate of conduct from the RCMP or local police authority.

Preferred qualifications:
* Experience in Project Management, particularly in a Healthcare environment
* Experience working on in a Healthcare environment (as a contract manager or strategic buyer).
* Experience in public procurement with applied knowledge of Public Procurement Act for Newfoundland and Labrador.
* A designation in one of the supply chain professional streams (CSCP, CPIM, CPSM, SCMP or related designation).
* Knowledge and/or experience with process and quality improvement techniques including: Lean, Six Sigma, Change Management, Total Quality Management, etc.

Hours of work: 70 hours bi-weekly (Shift work may be required)
Salary: HL 19 ($64,742 - $84,164)
