To provide policy analysis and strategic advice to senior leadership of the Joint Regional Transportation Agency (JRTA) to promote effective planning, policy development, implementation and evaluation of programs and policies related to land use and transportation infrastructure to ensure evidence-based decision making. Lead projects and participate in multi-disciplinary, interdepartmental and intergovernmental teams of senior staff in the identification and analysis of options and recommendations to respond to abroad range of policy issues. Play a major role in supporting informed, effective decision-making within the JRTA. Coordinate and participate extensively in areas of policy development and legislative change. Lead the Agency's business planning process and accountability requirements to assure good governance.

Responsabilités

Accountable for providing information, policy options, analysis, evaluation and evidence-based strategic advice to the Senior Leadership of the Agency to promote the effective planning, implementation and evaluation of programs and policies related to land use and transportation infrastructure to ensure evidence-based decision making.

Provision of sound policy advice in the development and implementation of policy initiatives on a broad range issue based on policy research, stakeholder consultations and in-depth analysis of the subject matter, resulting in the preparation of professional policy papers and recommendations.

Responsible to initiate and respond to federal/provincial/municipal/partners cost sharing agreements, MOUs, contract negotiations, and funding applications.

Responsible to review existing legislation and coordinate the development of new legislation as needed.

Provides input into the strategic direction of the Agency's policy and planning mandate. This includes integrating policy and business planning by leading the annual process of preparing strategic business plans and accountability reports in consultation with the senior management team and by establishing policy priorities in consultation with Senior Leadership, implementing and monitoring the necessary policy development effort to achieve priorities.

Promotes accountability by overseeing outcome reporting, monitoring performance on the business plan priorities, and reporting on performance measures.

Enables, seeks out and develops effective working relationships across a variety of departments, crown corporations, and levels of government to ensure joint policy and planning development.

Plays a lead role in intergovernmental relationship/ navigation.

Supports project delivery.

Provides coordination and leadership on the Deputy Minister Planning and Population Growth Forum.

In conjunction with the Department of Public Work's Policy and Corporate Services department, responsible to ensure submissions to Treasury and Policy Board and Executive Council reflect a coordinated approach to policies and priorities, and that submissions are in accordance with the priorities and process of the Government of Nova Scotia.

Ensure alignment of agency priorities with government objectives and commitments.

Contributes to the effective planning and management of the Agency's legislative and regulatory agenda by engaging stakeholders to address key issues; researching emerging trends and best practices; and identify strategies to achieve agency goals.

Represents the Agency on interdepartmental committees, task forces, work groups, project teams and advisory bodies to ensure that agencies priorities are considered in government policies and decision-making. A broad corporate understanding and extensive participation in senior cross-sector/department/agency activity is essential.

Identify shortcomings, suggest improvements to existing processes, systems, and procedures, and deliver plans for elements of a change management program in collaboration with senior colleagues and the project team.

Coordinate and prepare clear, accurate, and timely briefing materials, presentations, and correspondence.

Develops strategies, promotes and supports meaningful action on diversity, inclusion and equity.

Qualifications

To be successful within this role you will hold a bachelor's degree plus 6 years of progressive experience in a related field or an acceptable equivalent of training and experience.
As the successful candidate, you will have working experience with the following:

Progressively responsible research and analysis positions;

Superior writing skills with proven experience in report writing and preparation of briefing materials;

Strong leadership skills with proven ability to build collaborative working relationships;

Knowledge of and/or experience within the provincial legislative environment;

Computer skills, proficient using Microsoft Office programs;

Experience in networking, establishing partnerships, as well as tact and diplomacy required to communicate effectively to any individual;

Familiarity with legislation which falls under the JRTA mandate; and,

Experience working with capital infrastructure funding and programs, and economic analysis.

In addition to the above, you will have strong leadership skills, independent judgement and initiative as well as the ability to manage and conduct complex and specialized research and policy analysis. You will be well-organized, capable of managing change and competing priorities, undertake high level work under tight deadlines, and exercising sound judgement under pressure. Lastly, you will be able to work cohesively in a team environment and be able to undertake complex assignments without supervision.

The Joint Regional Transportation Agency (JRTA) is mandated to address transportation issues associated with rapid growth in Halifax Region and surround. To carry out this mandate, the JRTA will work with Halifax Regional Municipality (HRM) to create a 5,10, and 20-year master transportation plan to ensure the municipality's transportation system is prepared for a period of unprecedented growth.

The Joint Regional Transportation Agency (JRTA) provides a collaborative forum responsible for long-range strategic transportation planning across the Halifax Regional Municipality and surrounding communities. A key deliverable for the JRTA is the development and execution of the Regional Transportation Plan.

The plan will establish a coordinated and strategic vision for a regional transportation system that makes sustainable growth and development possible and improve the safe and efficient flow of people (walking/rolling, cycling, buses, ferries, trains, vehicles), and goods (trucks, trains, ships, planes), and the necessary infrastructure (streets, transportation facilities, highways, bridges, rail corridors, ports - marine, ground, air) into, out of, and throughout Halifax and surrounding communities.
