At NS Lands, our Finance and Procurement Division provides procurement of furniture, fixtures and equipment (FF&E) for clinical projects for the Nova Scotia Health Authority.
We're seeking a Sourcing Manager to join our team. This is your opportunity to work in a highly collaborative environment, and impact the Province's ability to provide timely, readily accessible, reliable, FF&E needs for large capital clinical projects.
As Clinical Sourcing Manager, you are responsible for the sourcing functions related to FF&E acquisitions within the NS Lands Clinical Supply Chain team. These acquisitions will focus on health care infrastructure projects, all of which are characterized as having significant complexity and risk.
You will oversee business requirements and deliverables associated with the FF&E acquisition process, including project management; scheduling and expediting; risk management; change management; process evaluation, as well as implementing solutions and applying lessons learned. You are comfortable working with GPO's (Group Purchasing Organizations) and understand the importance of leveraging their full potential.
You support the development of key performance indicators that reflect appropriate allocation of financial and human resources as they apply to program delivery, all the while seeking efficiencies, cost savings and continuous improvement. In your role, you will promote compliance with legislative and regulatory criteria in fulfilment of client business requirements.
You are essential to developing and fostering key relationships with the Service NS and Internal Services Department's Procurement Division, the Nova Scotia Health Authority, along with other government departments, crown corporations, commissions and agencies. Using your expertise, you will support operational requirements and program objectives, with a long-term vision for project success.
This position provides the opportunity to communicate regularly with industry professionals and related organizations, as well as contractors and consultants, with respect to FF&E related matters.
This position provides the opportunity to work closely and collaborate with the Nova Scotia Health Authority to support various provincial health care FF&E infrastructure projects.
You have a Bachelor's Degree in Commerce, Business Administration, or Supply Chain Management, combined with several years of related experience particularly in the field of sourcing management, including supervisory and team leadership experience. An acceptable equivalent combination of training and experience may be considered.
Familiarity in a computerized environment is necessary including spreadsheet, word processing, presentation software, and email applications. Experience working with SAP/Ariba (or an equivalent supply chain system) will be considered an asset.
You are experienced with contract management in a complex multisector environment including language and law. A Certified Supply Chain Management Professional (SCMP) designation from the Supply Chain Management Association (SCMA) would be considered an asset. You demonstrate an advanced understanding of procurement processes as well as the importance of associated policies and procedures. An in-depth comprehension of their relation to effective supply chain management overall will be essential. Experience in clinical procurement is desirable.

You are experienced in using financial, conceptual and analytical skills in all you do and apply these skills to make sound decisions and solve complex problems.
You have a knack for building relationships with various stakeholders. You are able to multi-task and adapt in fast-paced environments with competing priorities and strict deadlines. You must be able to attend to numerous complicated issues simultaneously, while remaining focused on key objectives.
